- REQUEST FOR INFORMATION FOR A TRANSPORTATION MANAGEMENT SYSTEM The Center for Transportation Management (QMCC) of GSA is issuing this Request for Information (RFI) to seek information and sources for a commercial software application for transportation management offered as Software as a Service (SaaS). For the purpose of this RFI, SaaS is defined below. •Software as a Service (SaaS) includes business application software and other end-user software running on a provider’s infrastructure and accessible from various client devices through a thin client interface such as a Web browser. The consumer does not manage or control the underlying infrastructure, network, servers, operating systems, storage, or even individual application capabilities, with the possible exception of limited user-specific application configuration settings. •SaaS may include the publishing of bug/defect fixes via patches and updates/upgrades in function and technology to maintain the operability and usability of the software product running on the provider’s infrastructure. It may also include other support that is included in the fee for using the product in the commercial marketplace. •Software as a Service is offered in a usage-based model and is billed typically per month for the services used by the consumer. QMCC’s goal is to become the “provider of choice” for all transportation needs across the Federal Government and create a contemporary world-class portfolio program that consistently meets the needs of the Federal community. GSA periodically procures rates from Transportation Service Provider (TSPs) and makes available a transportation management solution (TMS) to all federal civilian agencies for their shipping needs. The end customers are Federal agencies and users from customer agencies who execute the shipments. QMCC seeks to identify a SaaS-based commercial software application for transportation management to support shipment processing of the following programs: Household Goods (CHAMP), freight (FMP) and small parcels for the Federal agencies. The TMS solution shall provide standard functionality across the all the noted programs: QMCC seeks to identify ‘one solution’ to support all of its needs. The anticipated number of shipments for household goods and freight shipments combined are 100,000 per year and 20 million small parcel shipments per year. QMCC is focusing on the following key principles: •Industry best practices •Ease of use •Ease of configuration •Cost effectiveness •Information security •Scalability •Quality assurance •Implementation schedule The solution shall provide the following: 1.Customizeable with GSA standards such as logo, banner, useful links, FAQs and serve as the entry point to the GSA transportation website. 2.Support additional government specific master data attributes such as business size and type (example: 8(a), woman owned etc., international bonds), agency/bureau, etc. 3.Support a hierarchical structure of the government agencies and the underlying bureaus and associated users. 4.Support a self serve registration process for customers and TSPs for gaining access to the system and appropriate workflow for approval of such requests. 5.Support role based authorization profiles including super users with administrative roles and restriction of user scope to specific set of lanes or agency specific lanes and rates. 6.Provide a detailed event log for all shipments, capture and store a complete transaction audit trail with user ids. The tables below list the anticipated requirements for freight (FRT), Household goods (HHG) and small parcels service (SPS). The letter ‘X’ indicates the requirement is expected to be mandatory for the specific business type. The last column should be completed by respondents. Transportation Procurement Requirements: #RequirementHHGFRTSPSMeets? 1.1Support multiple modes including ground, air, ocean and rail.X 1.2Support the rate tendering process including defining baseline commercial or government tariffs, receive general rates and publishing the rates for customer usage.XX 1.3Capable of accepting agency specific rates (also known as Standing route orders -SRO), publishing the rates for customer usage and spot rates (one time only shipments).XX 1.4Capable of supporting domestic and international shipments. The freight shipments are largely domestic at this time but likely to increase internationally where as household goods have a reasonable number of international shipments. XXX 1.5Support multiple sets of accessorials.XXX 1.6Support GSA-specific accessorials such as SIT (30, 60 and 90 days), privately owned vehicle (POV) unaccompanied air baggage (UAB). See web links below for details in CHAMP tender document.X 1.7Capable of restricting a TSP to file rates within approved traffic lanes granted by GSA, also known as ‘scope of operations’.XXX 1.8Capable of supporting program specific business rules while accepting rates such as dependencies, scope. Example: TSPs are not permitted to file outside of their scope, can't file domestic if only approved for int'l, can't offer UAB rates for domestic shipments.XXX 1.9Capable of supporting multiple rate filings in year for each program. Local courier service: http://www.gsa.gov/Portal/gsa/ep/channelView.do?pageTypeId=17110&channelPage=%2Fep%2Fchannel%2FgsaOverview.jsp&channelId=-24519 Transportation Planning, Optimization and Execution Requirements: #RequirementHHGFRTSPSMeets? 2.1Capable of supporting inbound and outbound shipments with multiple shipping points.XXX 2.2Define zones as Postcode based, City based and/or State/Province/Territory/Region base.XXX 2.3Provide network modeling / optimization functionality in addition to shipment planning, rating and transportation execution.X 2.4Support "what if" analysis and "cost to serve" analysis including capacity load or not alternatives in the shipment transport.XX 2.5Rate shipments across various carriers / freight forwarders and identify lowest cost (considering all known cost components: line haul rate, accessorial charges, fuel surcharges, etc.) option.XXX 2.6Compare rates across different modes of shipment such as small parcels, LTL and TL for freight oriented shipments. XX 2.7Integrate with major small parcel carriers such as FedEx, UPS etc. to query rates, transmit shipment request, track and trace shipments.X 2.8Capture necessary parameters and create an order. Mileage computation is currently performed using the software of ALK Technologies (PC Miler).XXX 2.9Automatically and manually tender loads (Accept / Decline) including spot ratesXX 2.10Provide a list of qualified TSPs based on past performance, cost comparison and assign the shipment to a user selected TSP including criteria such as business size and type (example 8(a), woman owned etc.). XXX 2.11Generate automatic and manual Bill of Lading/Correction Notices and communicate electronically with TSPs for notifications (Accept / Decline).XX 2.12Support automatic and manual re-tendering.XX 2.13Track the location and status of the shipment when integrated electronically to the TSP system or provided TSP entered information. XXX 2.14Confirm delivery of shipment electronically or online.XXX Settlement and Claims Requirements: #RequirementHHGFRTSPSMeets? 3.1Self invoice for completed shipment. XX 3.2Receive an electronic invoice from the vendor including EDI and facilitate online entry of invoice of by TSP.XX 3.4Collect ancillary or supplementary charges and generate payment information to pay the TSP accordingly either as a supplementary payment or include in a subsequent payment.XX 3.5Support pre payment audit of transportation billings incorporating auditing statues and regulations. XX 3.6Enable customers to verify and approve payments of TSP invoices including charge card payments.XX 3.7Auto-approve payments based on predefined business rules. XX 3.8Support post payment audit of transportation billings incorporating auditing statues and regulations.XXX 3.9Support payment certification by the auditors.XXX 3.10Generate a payment voucher for the invoice and transmitting the accounting information to the GSA Finance system or integrate with any other external payment systems or services.XX 3.11IFF Collection – GSA charges a transaction fee, also known as the Industrial Funding Fee (IFF) to all TSPs for providing transportation services to federal civilian agencies. The IFF is computed as a percentage of the shipment charges and varies for freight and household goods shipments. The solution shall be capable of computing the IFF for the shipments executed in the system, creation of offsets and reconciliation with IFF payments from TSPs.XX 3.12Electronically file loss and damage claims.XXX 3.13Electronically settle loss and damage claims.XXX 3.14Process claims external to the TMS systemX Performance Measurement and Business Intelligence Requirements: #RequirementHHGFRTSPSMeets? 4.1Capture carrier performance (e.g. on-time pickup, on-time delivery, etc.) and dynamically update performance rating. XXX 4.2Measure and quantify compliance with the shipper's use of preferred carriers.XXX 4.3Track contractual commitments with carriers (e.g. carrier receives minimum % of shipments, in a state, state-to-state, lane, zip-to-zip).XX 4.4Evaluate the best value for services by calculating a Value Index (VI) and other appropriate index. See CHAMP RFO web link for details.XX 4.5Perform a satisfaction survey on completion of a shipment cycle for all types of shipments.XXX 4.6Enter, compute and display Customer Satisfaction Index (CSI) scores for TSPs including receiving shipment data from the TSPs. See RFO link for details.XX 4.7Provide an integrated data warehouse for reporting and analytics XXX 4.8Provide out-of-the-box data cubes to slice and dice such as carrier performance and customer benefits.XXX 4.9Provide canned reports supporting all transactions. XXX 4.10Provide an integrated end user oriented custom report development for the transactional data and the data cubes.XXX Interfaces, Data and Integration: #RequirementHHGFRTSPSMeets? 5.1Support EDI transactions such as 216, 204, 997 etc.XXX 5.2Exchange files for rates (.txt) submission and transmission of approved rates to agencies via FTP, JUpload or other similar file transfer process.XXX 5.3Produce a text (.txt) file to be provided to other agencies containing all approved rate information and rate details for importation into their own TMS systemsXXX 5.4Import, update, and use data from the current system. Currently there are over 3 million rate records for freight and household goods combined. There are approximately 270 approved CHAMP TSPs and 500 TSPs for the FMP. In addition to profile information for each TSP, the solution must store each TSP’s scope of operation (some TSPs have multiple scopes of operations). XXX 5.5Process all transactions using a web browser and/or Microsoft office tools such as Word and Excel linked into the transactionsXXX 5.6Integrate with a 3rd party payment system, the GSA warehouse managements systems, customer transportation and/or accounting systems and TSPs systems.XXX 5.7Provide data files with information needed by customer agencies/bureaus in select casesXXX Operations and Maintenance: #RequirementHHGFRTSPSMeets? 6.1Hosted on the vendor’s GSA approved infrastructure.XXX 6.2Help desk support shall be required to be provided to customers, TSPs and GSA personnel.XXX 6.3GSA requires that the TMS data be retained online for a period of up to 10 years of which 3 years of transactional data should be made available online and 7 years should be made available in a easily retrievable archive.XXX 6.4Conform to all security requirements specified by GSA. The solution shall store and communicate customer data, personal data, and possibly other sensitive data. The solution shall provide information security protections that meet all GSA requirements. The solution shall be required to undergo a GSA certification and accreditation (C&A) process.XXX 6.5Provide very high levels of reliability in a 24x7x365 environment.XXX 6.6Accommodate additional customers, TSPs, rates. Users will be geographically dispersed throughout the United States and overseas locations.XXX Other requirements the solution should adhere to include: Security Protocols: As indicated in the following: OMB Circular A130, Appendix III, Guidance on the “Security of Federal Automated Information Systems” http://www.whitehouse.gov/omb/circulars/a130/a130appendix_iii.html Electronic Government (EGov) Act, Title III, Federal Information Security Management Act (FISMA) of 2002. http://csrc.nist.gov/drivers/documents/FISMA-final.pdf Section 508 Compliant: Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) are determined to be relevant to this notice. Specifically, GSA is performing market research on the availability of software which fully complies with all technical provisions listed under sections 1194.21, 1194.22, and 1194.31 of the Section 508 law (www.section508.gov). INSTRUCTIONS To respond to this RFI, the Vendor provide the following: 1.The completed charts above denoting the ability to meet the anticipated requirement using the following legend: ● Fully meets ◘ Partially meets ○ Does not meet or Not available 2.Literature, brochures, and/or capabilities summaries, which as a minimum, identify current commercially available products/solutions and company capabilities. Please limit any extraneous information. 3.General information about your firm: Company Name, Address, Point of Contact with Telephone and FAX numbers and E-mail address, GSA Schedule Number (if applicable), DUNS Number, Tax ID Number. 4.A description of the solution which meets requirements, describing the System's capability to meet each requirement. The response to each requirement must include paragraph name/numbering identifiable to the requirement listed above; 5.Description of configuration, customization and implementation services for a solution deployment. 6.Training programs for the solution. 7.Maintenance and technical support programs. 8.Identify business size and past (limit to within 3 years) and current performance on similar contracts (include dollar value, complexity and point of contact); identify business type (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). 9.A Rough Order of Magnitude (ROM) price range estimate and an estimated schedule for delivery based on the facts provided herein. This information will be used to establish a delivery schedule for any future requirement and to not only appropriately budget for any TMS, but to determine the appropriateness of any alternative solutions presented for one or more modules. The ROM and schedule should include the following and itemized as follows: a.Estimated total cost and projected schedule to configure vendor’s products to GSA’s requirements; b.Estimated costs (if any) to customize and accommodate any specific needs such as household goods or small parcel integration cost and schedule to implement any additional business rules that may not be out-of-the-box; that are not part of your standard product configuration. c.QMCC is seeking to identify phases of implementation. Estimated cost and schedule for the initial phase should cover rates procurement; order management, payments, pre and post pay audits, reporting and business intelligence. d.Estimated cost and schedule for the subsequent phase shall include network optimization, claims processing and additional modes such as air, rail and ocean for freight. e.Estimated cost and schedule to provide help desk support. f.Estimated cost and schedule to host, maintain and support the system. 10.Cost and schedule to train TSPs, customers and GSA personnel 11.Center for Transportation Management will be hosting an Industry Day at GSA’s Federal Acquisition Service in Crystal City on December 11, 2009 from 9 a.m. to noon, Eastern Time. The Industry Day will serve to answer additional questions in addition to providing a demonstration of the current TMSS System. It will be held in Arlington, VA and there is limited seating available on a first come first serve basis. You can register for this at Transportation.Programs@gsa.gov. 12.Center for Transportation Management welcomes vendors to demonstrate their products utilizing a two-hour block between December 16th – 18th.
