- The Defense Intelligence Agency located at Bolling AFB, Washington DC is seeking sources with the capability to provide support to the Enterprise Management Office within the Defense Counterintelligence (CI) and Human Intelligence (HUMINT) Center (DCHC) under the following tasks: Conduct the annual CI and HUMINT Enterprise assessments. Organize and facilitate the quarterly CI and HUMINT Board of Directors meeting and the annual CI and HUMINT Conference. Review, coordinate, and provide recommendations on CI and HUMINT policy. Develop CI and HUMINT Enterprise Architecture. Assist in the collection and development of functional requirements for CI and HUMINT systems and technologies. Provide technology program management and technical operations support. Brand and market efforts to customers, leadership, decision makers, and other interested parties. Update and maintain websites on multiple networks. Develop standards and curriculum for CI and HUMINT professional development. Assess the effectiveness of training. Develop CI and HUMINT strategy, measure performance CI and HUMINT programs, and manage the CI and HUMINT lessons learned initiative. Provide oversight support to the DoD CI program managers: Analysis and Production, Collection, Investigations, Offensive CI Operations, Cyberspace, Campaigns, Insider Threat, Force Protection Detachment, Critical Infrastructure Protection, Credibility Assessment, Technical Surveillance Countermeasures, Functional Services, Technical Services, and Behavioral Sciences. Perform administrative duties for the normal operation within the headquarters and divisions. Estimate budget needs for programs and projects. Assist in the coordination, de-confliction, and synchronization of worldwide Defense CI and HUMINT operations and related support for the Department of Defense (DoD). Interested parties should submit a White Paper no greater than 15 pages in length within 7 days after release of this sources sought. The White Papers must be in Microsoft Word for Office 2000 or later compatible format addressing one or more of the areas above. At a minimum, responses should include company name, size of business, point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts within the past five (5) years under which the interested party has performed the same or similar work. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information submitted in response to this sources sought. Interested parties are requested to provide information on their ability to satisfy any or all of the requirements outlined above. Information should be provided by electronic mail to Pamela Robinson at pamela.robinson@dia.mil using the following subject line "EMO TASKS" This sources sought is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Responses to this sources sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the DIA in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. The Government will make final decisions on the set-asides based on market research and responses from this Sources Sought, as well as other procurement and program related criteria. The deadline for submission of the White Paper is 11 December 2009 at 12:00 pm. This information is being requested for purposes of market research. The Government will use this information to develop a list of potential bidders which can be view on this site under interested parties.
