Description
ISB Expression of Interest Letter and Rendering To: All Interested Offerors Subject: Expression of Interest (EOI) Reference: IFB No. 160068: General Contractor (GC) for construction of the Interdisciplinary Science Building (ISB) project, Brookhaven National Laboratory (BNL) Brookhaven Science Associates, LLC (BSA) is seeking an expression of interest from General Contractors in relation to the construction of the Interdisciplinary Science Building at BNL located in Upton, NY. The ISB will be a new energy efficient and environmentally sustainable laboratory building that will provide modern, 21st-century, high-accuracy laboratories for energy-related research and development (R&D). The building will provide approximately 85,000 esq. of high accuracy laboratories, offices and support functions. Efficient, high accuracy heating, ventilation, and air conditioning (HVAC) systems will be installed to support cutting edge research and the operation of sensitive instrumentation. In addition to the research laboratories, the facility will include lab office spaces for researchers, small group conference rooms, seminar room, equipment areas, restrooms, circulation space and supporting infrastructure. The proposed construction type for the building will be reinforced slab on grade with a partial 30 foot deep basement, a reinforced concrete structural system consisting of columns, beams and elevated slabs for upper floors, and an insulated metal panel exterior. Structural steel will be used to support a standing seam metal roof over the equipment penthouse. The contract will require general conditions for oversight and coordination of all construction performed under the contract. This includes maintaining a safe and orderly job site, complying with 10 CFR 851, providing bonds and insurance, and managing the work activity to meet all contractual requirements. The period of performance is twenty-two (22) months after contract award. BSA intends to award one (1) fixed-price contract for a General Contractor to perform this work. This EOI infers no commitment to issue a solicitation or to make an award. Responses received will be used for planning purposes and determining potential candidates for subsequent procurement actions, if any. The estimated value of construction ranges between $35,000,000 and $45,000,000. A rendering of the ISB at this design stage is provided for your information. Final design may vary from this rendering. Bids for construction will be solicited in the Spring of 2010. The solicitation will be posted on www.FedBizOpps.gov. All interested parties must respond by 5:00 P.M. on December 15, 2009. Interested firms shall submit a letter electronically to gardnerp@bnl.gov. Hard copies may additionally be sent, in a sealed envelope identifying project name and GC's name and address to: Brookhaven National Laboratory Brookhaven Science Associates, LLC Attn: Philip Gardner - Bldg. 134-C Brookhaven Avenue Upton, NY 11973-5000 Award will be made to the firm whose bid is lowest and who meets all of the qualification criteria. Qualification criteria will encompass the following information: 1. Contractor has satisfactorily completed one or more projects, of similar scope, size and complexity as the Interdisciplinary Science Building - Phase I project in the last seven (7) years. 2. Proposed Project Supervisor has supervised one or more projects of similar scope, size and complexity as the Interdisciplinary Science Building - Phase I project in the last seven years. 3. Contractor's average injury rates for the past four years are less than the average industry OSHA rates for lost time frequency (DART) and recordable incidents. 4. Contractor's insurance Experience Modification Ratings for the past four years are equal to or less than 1.0 for each year. 5. Contractor has a comprehensive written Corporate Construction Safety and Training program. It is anticipated that an Invitation for Bids will be issued within the next few months. Interested parties may sign up for the www.FedBizOpps.gov "Watch List" to receive automatic notification when the solicitation is posted. A pre-bid meeting and site visit will be held for all interested firms after the solicitation is issued.
