- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER Service-Disabled Veteran-Owned Small Businesses. Recovery Act - The White River Junction, VT, VAMC is seeking the services of a qualified Service Disabled Veteran Owned Small Business who has proven experience in HVAC upgrades for Project # 405-09-101 Upgrade Building 1 HVAC. The work includes, but is not limited to providing all labor, materials, transportation, equipment and supervision for this project. The work also includes general construction, alterations, and mechanical, electrical, fire protection, plumbing, and structural work associated with the replacement of existing air handling units (located in the building attic space) as well as the replacement of existing glycol hot water heating distribution pumps (located in building basement) with new energy efficient; variable frequency driven equipment. The NACIS code for this procurement is 238220. This is a competitively negotiated project. The contract will be awarded using the Best Value source selection process. Award may be held without discussions. Firms will submit two proposals. One will address technical capabilities (including proof from the surety of bonding capacity and evidence of past performance). The prime contractor must have been involved directly with the project (performing actual on-site work). The second proposal shall address pricing. All work shall be completed within 180 calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The estimated dollar amount of this procurement is between $1,000,000 and $2,000,000. The specifications will be uploaded to an FTP site. A pre-proposal/walk-through will be held on December 21, 2009, 10:00 am in Building 44, Lobby. This date is an estimate. The actual date will be stated in the solicitation. The deadline for receipt of questions is ten days prior to the deadline for receipt of proposals. Firms interested in submitting a proposal will be able to download specifications and drawings from the FTP site; no telephone requests will be accepted.
