- NLM No. 10-0011-RSH Request for Quotations (RFQ) NLM No. 10-0011-RSH Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) No. NLM-10-0011/RSH. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 541690 - OTHER SCIENTIFIC AND TECHNICAL CONSULTING SERVICES. This synopsis/solicitation is a small business set-aside for any: certified small business, HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. It is the intent of the National Library of Medicine (NLM) to procure educational and conference support services on behalf of the National Institute of Health (NIH) Office of Laboratory Animal Welfare (OLAW). NLM will be seeking educational and conference support services in the development, planning and implementation of workshops for the education of personnel involved in animal care and use programs at PHS assured institution(s). The contractor will guide the host in planning and administering logistical aspects of the IACUC workshop or conference including: • Develop a registration fee that will be anticipated to off-set the host institution's expenses, • Develop and execute registration procedures and register attendees, • Select and reserve venue, • Attend to other local administrative details. This may include, but is not necessarily limited to, arranging food and beverages, negotiating venue, procuring audio visual equipment, copy and print services, publicity, etc. The contractor will provide professional content of the IACUC workshop or conference including a faculty of nationally recognized experts who are experienced in conducting educational IACUC workshops and conferences that include the following topics: humane care and use of laboratory animals, research animal ethics, and management of laboratory animal programs in compliance with federal laws, regulations, guidance and policies. These experts will develop and present the professional content of the workshops and conferences to include: • Didactic and interactive learning sessions appropriate for adult learning, • Teaching scenarios derived from problems encountered by institutions when conducting research, testing, and training with animal models. The vendor must make a concerted effort to solicit appropriate participation of women, racial/ethnic minorities and persons with disabilities, and other individuals who have been traditionally underrepresented in science, in accord with the NIH Policy "Guidelines on Inclusion of Women, Minorities, and Persons with Disabilities in NIH Sponsored Intramural and Extramural Scientific Meetings and Conferences." (http://grants.nih.gov/grants/guide/notice-files/not95-123.html) The workshops/conferences will be held at accessible sites, as outlined by section 504 of the Rehabilitation Act of 1973 and, as applicable, the Americans with Disabilities Act of 1990 that permits convenient accessibility for attendees. Participants with disabilities will be permitted to voluntarily identify any special needs. PLACE OF PERFORMANCE The vendor may be located anywhere in the US, but representatives must travel to and be available on site at all IACUC conferences and workshops organized under the agreement.
