Description
Veteran Affairs intends to negotiate on a sole source basis with SRI International for Robotic Suture Welding under the authority of FAR 6.302-1. Sole source justification has been prepared in support of this acquisition. Firms believing they can provide these services above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received by December 11, 2009 will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the joel.burgess@va.gov. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541712 which is 500 employees. This notice may represent the only official notice of such a solicitation. SRI International shall provide personnel, tools, equipment, and facilities to integrate the ultrasonic welder and robotic platform and testing of the integrated system and experimentation on cadaver tissue. The essential capital equipment required in this effort will be loaned to the project. The ultrasound welding equipment and the robotic platform will be provided by SRI International. Objective: Given the nature of modern warfare, many scenarios exist where immediate access to a surgeon is limited by distance, weather, or the inability to place every type of surgical subspecialist in every remote location. The goal of remote telesurgery on the battlefield has been pursued by many investigators for many years. However, telesurgery for military trauma has remained impractical and cumbersome for very specific reasons, including the inability of robotic systems to rapidly place and secure sutures. The proposed work will leverage existing technology to deal directly with this limitation in a focused manner---enabling rapid and automated robotic suturing, and advancing telesurgery one step further toward its ultimate role in providing military trauma care.
