Description
The Department of State, Bureau of Diplomatic Security (DS), is looking for sources to provide training facilities and qualified instructor personnel in support of the Diplomatic Security Training Center’s mission. DS is looking for a facility within a radius of 150 statute miles centered on the US Capitol Building. DS has two (2) programs that require training facilities and qualified instructor personnel which include the Diplomatic Security High Threat Tactic Course (HTTC) and the Diplomatic Security Foreign Affairs Counter Threat (FACT) course. Diplomatic Security High Threat Tactic Course (HTTC) Requirements: DS has a requirement to conduct the Diplomatic Security High Threat Tactic Course (HTTC). This is an eight week course mandated for all DS Special Agents and Security Protective Specialist serving in critical/high threat and non- tradition security environments supporting Embassy Regional Security Office overseas protection programs. HTTC has a maximum enrollment of 24 students (but could be expanded up to 30 students as necessary). This course is mandatory for all DS personnel prior to deploying either TDY or PCS in support of the respective assignment in an identified high threat area. The objective of this training is to familiarize the students with advanced protection tactics employed in high and critical threat environments, to include: • Protective formations/advances in non and semi -permissive environments; • High profile and low visibility motorcade tactics; • Advanced weapons skills (medium machine guns, grenade launcher and familiarization of heavy machineguns); • Advanced tactical medical techniques; • Tactical radio communication; • Personnel recovery and hostage survival; • Land navigation (urban and rural); • Urban small unit tactics for “emergency” tactical response; • Close Quarter Battle techniques; • Air operations (Helo); • Mission planning; • overview of interaction with contractors; • Defensive tactics (proper use of force); • Improvised Explosive Device (IED) Recognition and avoidance. The following facilities are required to support the HTTC training objectives: • Approved indoor and outdoor firearms ranges to accomplish qualification and familiarization of USG/DOS weapons training up to.50 caliber and 40mm grenade launcher; • Approved demolition ranges to including training area for explosive ordnance demonstration with appropriate SDZ and overhead protection (viewing area) as needed; • Approved outdoor range suitable to conduct shooting /moving and driving/shooting for all USG/DOS weapons up to.50 Caliber and 40 mm grenade launcher (Non-High Explosive) • An outdoor range (High Explosive Dud Producing Impact Area) suitable for training with High Explosives and High Explosive Dual Purpose ammunition (M203 40mm Grenade Launcher); • Driving tracks to conduct counter-terrorist driving exercises and practical exercises (improved surface for high speed and off-road/unimproved areas); • Unimproved area to conduct land navigational familiarization and practical exercises; • Classrooms to hold up 18 – 52 students with, chairs, desks/tables, whiteboards, projection capabilities as well as computer access/PowerPoint; • Proper storage for weapons, ammunition, explosives, vehicles; • Appropriate fuel and Maintenance and repair facilities for vehicles (either on premises or adjacent); • Recovery vehicles; • Training vehicles (non- armored) for use for driver training; • Urban warfare facility: Military Operations in Urban Terrain (MOUT)/Tactical maze; • Gymnasium/large Mat room up to 30 students for defensive tactics training. The Government intends to conduct six-eight week courses over a year. Each course normally contains 24 students. Should the Government’s requirements change, each course could contain a maximum of 30 students, may schedule more than 6 courses, or may shorten/extend course length. The Government may require the contractor to provide qualified instructors for the following instructional areas under supervision by Diplomatic Security, Security and Law Enforcement Division, Special Skills Branch personnel: • Firearms • Protection security driving/Counter Terrorism driving /motorcades • Armored vehicle driving • Personnel recovery/hostage survival • Tactical radio • Tactical medical procedures • Protective security (formations/advances/mission planning • Contractor interaction • Attack recognition/Surveillance Detection indicators • Land navigation/global position system (handheld/vehicle) • Urban tactics/Small unit tactics • Defensive tactics/close quarter battle/room entry tactics • Explosive Ordnance Disposal (EOD)/Improvised Explosive Device (IED) detection Diplomatic Security Foreign Affairs Counter Threat (FACT) Course: DS has a requirement to conduct the Diplomatic Security Foreign Affairs Counter Threat (FACT) course. This is a five (5) day hard skills course mandated for all U.S. Government personnel serving under Chief of Mission authority in Afghanistan, Iraq, Pakistan and Sudan for more than thirty (30) days in a calendar year. The course is also highly encouraged for other personnel serving at high and critical threat posts. FACT has a maximum enrollment of twenty-seven (27) students per session. Two (2) sessions are normally offered each non-holiday week. During the peak transfer season (May to August) four sessions per week may be required. The objective of this training is to familiarize the students with hard skills critical to personal safety and security in high and critical threat environments, to include: • Surveillance Detection (6 hours); • Counter Threat Driving (12 hours); • Tactical medical techniques (12 hours); • Personnel recovery (2 hours); • Firearms familiarization (4 hours); • Improvised Explosive Device familiarization (4 hours). The following facilities are required to support our training objectives: • Approved indoor and/or outdoor firearms ranges to accomplish familiarization of USG/DOS weapons including M-4, AK-47, Remington 870 shotgun, M9 Berreta, Glock 19, Sig Sauer 228/229; • Approved demolition ranges to include training area for explosive ordinance demonstration with appropriate SDZ, protected observation areas and overhead protection as needed; • Driving tracks to conduct counter-terrorist driving exercises and practical exercises (improved surface for high speed) including ambush scenarios; • Classrooms to hold 18 – 54 students with, chairs, desks/tables, whiteboards, projection capabilities as well as computer access/PowerPoint; • Proper storage for weapons, ammunition, explosives, vehicles; • Appropriate fuel and maintenance and repair facilities for vehicles (either on premises or adjacent) • Recovery vehicles; • Training vehicles (non- armored) for use for driver training; • Proximity to an urban area to conduct Surveillance Detection practical exercises (no more than 20 minutes from facility); • Office space with desks, telephones and computer access for Diplomatic Security, Security and Law Enforcement Division personnel if required. • The Government is seeking a location at which it could conduct seventy (70) to one hundred (100), five (5) day long classes per year. Each class will be composed of a maximum of twenty-seven (27) students. Should the Government’s requirements change the facility should have the ability to expand. The Government may require the contractor to provide qualified instructors for the following instructional areas under supervision by Diplomatic Security, Security and Law Enforcement Division personnel: • Firearms familiarization • Improvised Explosive Device familiarization • Counter Threat Driving • Emergency Tactical Medical • Surveillance Detection • Personnel recovery For both requirements, the contractor facility should have lodging, laundry and meal facilities to support the number of students and staff on the property or available in a nearby town (30 minutes maximum driving distance). Applicable NAICS Codes: 611692 – Automobile driving schools 611519 – Other technical and trade schools 711212 – Racetracks 611699 – All other miscellaneous schools and instruction Responses are desired from vendors that are capable of fulfilling one, or both of the training requirements, and should stipulate in their response which training requirement they are capable of fulfilling (HTTC and/or FACT). Responses are desired from firms who can demonstrate recent experience and excellent past performance in providing similar facilities and services, but expressions of interests will be accepted from all interested parties. Firms are required to provide their email address, physical address for any courier service delivery, along with a telephone number, facsimile number and a point of contact. RFI responses may be supplemented with generic corporate brochures or a statement of capabilities. Limit page number to 20 pages or less of all included documents. If more information is available but exceeds the 20 pages, stipulate that it can be sent upon request. This synopsis is for information and planning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP). This does not guarantee a solicitation will be issued nor does it restrict the Government as to the ultimate acquisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice.
