- Solicitation Number: NCR-PBS-0010 Notice Type: Pre-solicitation Synopsis: RECOVERY-(ARRA) FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 PER FAR 5.7 THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS NOTICE IS NEITHER A REQUEST FOR QUOTATION OR A FORMAL SOLICITATION. BASED ON THE RESTRICTIONS OF THE REQUIREMENT, AND UNDER THE AUTHORITY OF FAR 6.3. THE ACQUISITION WILL FALL UNDER NAICS 7379 COMPUTER RELATED SERVICES, NEC. The GSA's Office of Chief Information Officer (OCIO) plans to relocate IT/DATA equipment, consisting of servers, storage racks, miscellaneous server support components, from GSA's Central Office (CO), 1800 F Street, NW, Washington, DC to both GSA's Region 6 (R06) Office at 1500 East Bannister Road, Kansas City, MO 64131-3088, and Region 7 (R07) Office at 819 Taylor Street, Ft. Worth, TX 76102 and a small portion of the equipment will be relocating to the National Capitol Region (NCR or R11) at 7 th & D Streets, SW, Washington, DC. GSA requires Contractor support for the planning, project management and execution of the relocations. GENERAL INFORMATION American Recovery and Reinvestment Act (ARRA) funds will be utilized for this project. ARRA clauses will be incorporated in to the resultant contract award. It is a FIRM FIXED Price contract. This contract is Small business, 8 (a). The submission time for receipt of this proposal remains not later then 2:00 PM ET on Monday December 7, 2009. The Contractor will adequately insure all equipment against loss and/or damage from the point of pickup until delivery and installation at its final destination. The OCIO has already established network communications in the regions; therefore, there will be no movement of the tele-communications infrastructure in Central Office. R06, R07, and R11 have sufficient network capacity to properly house and communicate with the newly moved equipment. The wiring and cable tray at the existing GSA's Central Office location will not be moved. The Contractor will be provided with new wiring to be used at R06, R07, and R11 to reconnect the equipment. The Contractor is required to lift the existing raised floor at R06, R07, R11 and reinstall it to wire and make all computer connections. Existing UPS and HVAC equipment at GSA's Central Office will not be moved. Employee terminals other than those in the Data Center will not be moved under this scope. All physical moving and recommissioning of equipment shall be performed on weekends. (Beginning Friday at 9pm EDT and extending to Monday at 4am). No more equipment shall be moved on one weekend than can place back in service on that same weekend and the procurement Method is price negotiated. This procurement will be satisfied thorough the Federal Supply Schedule program. Computer equipment migrations are tentatively scheduled to commence March 2010 for completion by September 2010.
