- On a SOLE-SOURCE basis, the Bureau of Transportation Statistics (BTS), within the Research and Special Programs Administration (RITA), within the U. S. Department of Transportation (DOT), plans to issue a SOLE-SOURCE contract or delivery order or purchase order to Executive Information Systems, LLC, (EIS) to pay for the items of software maintenance listed below. The maintenance covers technical support and updates for the SAS software, which is part of the RITA / BTS Enterprise Architecture. The maintenance is renewed on an annual basis. RITA’s Office of Information Technology currently manages the SAS software licenses for RITA and BTS. This software is used to perform statistical analysis, econometric modeling, data management, operations research, and other critical functions on a regular basis within DOT. This software license is also used for technical support and access to other services from SAS Institute, Inc. (SAS), including high visibility projects within BTS that rely on this software including: TransStats; the Air Travel Price Index, Airline On-Time Performance; and airline press releases. Without support, maintenance, and product upgrades, the capability of key RITA / BTS projects to sustain production through various data management and analysis needs that SAS provides would be severely handicapped and in many cases would result in the shut down of entire projects and / or programs. EIS was created by SAS and acts as the contractor for SAS Federal customers. EIS is the sole GSA vendor for this product, and has been the vendor through whom BTS previously purchased and renewed the software license. SAS is the sole manufacturer, and the sole provider of maintenance for its SAS software. HOWEVER, any company or organization other than EIS, which believes that it is capable of providing such software maintenance services to RITA / BTS at the high level of quality and efficiency that is indispensable to RITA / BTS, may e-mail, to Mr. James Mowery, a Statement of Qualifications, which must be received by Mr. Mowery at james.mowery@dot.gov not later than 4:15 PM Eastern Time December 22, 2009. HOWEVER, any company or organization that is contemplating the submission of such a Statement of Qualifications should bear in mind that the company or organization would not ultimately be able to defeat EIS in a competitive procurement for the needed software maintenance services without later proving (in a full-blown proposal) that the company or organization is the best buy for RITA / BTS, taking into consideration not only technical factors and quality factors but also pricing factors and past performance factors.
