Description
This synopsis is being provided for information purposes only. NASA Goddard hasselected Fibertek Inc for the Laser Systems Engineering Services (LSES) contract,NNG09CP09C. This is an Indefinite Delivery-Indefinite Quantity Cost-Plus Award Feecontract valued at $35 million. The period of performance is five years. The NAICS Codeis 336419 and the Size Standard is 1,000 employees. The estimated value of the proposed task order #3 is $2,220,000. The anticipated periodof performance is XX December 2009 to 31 October 2010.NASA Goddard intends to award Task Order #3 to contract NNG09CP09C, IAW the AmericanRecovery and Reinvestment Act of 2009, PL 111-5. Task order #3 is Compact, High PFR,Wavelength-Controlled, Micropulse MOPA Laser System Brassboard. The scope of task order #3 is the ICESat-2 Project is baselining a multiple ground-spot,micropulse laser measurement approach for ranging to collect data on the topography ofice sheets and the thickness characteristics of sea ice. As such, the Project requires alaser transmitter that is suited for such an application. This task is a follow-on toLSES Task 001 (Compact, High PRF (Pulse Repetition Frequency) Laser OscillatorBreadboard) and involves designing, building, demonstrating and delivering a complete, compact, high-repetition rate, wavelength-controlled micropulse Master Oscillator PowerAmplifier (MOPA) laser system brassboard. In this context, a laser brassboard isessentially a packaged breadboard in which the optomechanical laser design has evolvedfrom the breadboard phase into a customized package. A laser brassboard is anintermediate design between a true laser breadboard (that may include off-the-shelfoptomechanical parts) and a fully tested, customized TRL 6 laser prototype. The startingpoint for this work should be the oscillator development under LSES Task 001. From this, the next steps are to incorporate wavelength control and amplification. The targetperformance goals for the micropulse MOPA laser system brassboard developed in this taskare listed in the table below. These correspond to the performance parameters describedin the ATLAS Laser Performance Specification (draft attached) that is currently in theapproval process under the ICESat-2/ATLAS Configuration Management (CM) system. Most ofthe work is expected to be performed at the contractor's facility. This document and any other related documents to this procurement will be available overthe Internet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
