Description
Citizens’ Forum - Market Survey Synopsis RECOVERY – This market survey is for a potential solicitation to be funded under the American Recovery and Reinvestment Act Program. The Agency for Healthcare Research and Quality (AHRQ) is conducting a market survey to seek potential small business sources, including 8(a), small disadvantaged, HUBZone, woman-owned business and service disabled veteran-owned small business, for a contract for a Citizens’ Forum. The Citizens’ Forum is an initiative funded by the American Recovery and Reinvestment Act (ARRA) to expand and systematize citizen and stakeholder involvement in the Agency’s comparative effectiveness research (CER) initiative. The Citizen’s Forum initiative will develop and demonstrate mechanisms for engaging representatives of the public – both citizens and stakeholders – in processes that utilize comparative effectiveness evidence for making healthcare policy and practice decisions and in decisions related to the conduct of comparative effectiveness research itself. In addition, it will manage and broaden current stakeholder activities in AHRQ’s Effective Healthcare Program. The proposed contract will be firm fixed price for a period of 3 years and 2 option years. AHRQ is seeking capability statements from potential sources from qualified small business firms under NAICS Code 541611 (size standard - $7 million) which can demonstrate the capacity to perform the required tasks of this project. This requirement has two areas of focus for the Citizens’ Forum. The first set of activities will develop deliberative methods for eliciting the views of members of the general public on ethical and value-based questions that arise in health care decisions, particularly questions arising in the conduct and use of comparative effectiveness research. When the solicitation is issued, the offeror will be required to develop, demonstrate and evaluate the deliberative approach they propose in response to the solicitation. The second focus area for the Citizens’ Forum requires the Offeror to manage AHRQ’s existing efforts to obtain professional and consumer input to inform its EHC Program activities and to assist AHRQ in expanding these efforts in response to the changing healthcare policy environment. The Offeror will conduct research on best practices for engaging and educating stakeholders and apply the results to enhance stakeholder participation in the EHC Program. The Offeror will manage all logistical requirements for meetings of the existing EHC Stakeholder Group and implement new activities within the EHC Program. Capability Statements should address interested source’s capability and capacity to perform the following requirements of this project: •Review literature on use of deliberative methods •Design and develop deliberative mechanisms for eliciting informed public input on ethical and value-based questions; demonstrate and evaluate these mechanisms. •Develop innovative methods to meaningfully engage stakeholders, particularly patients, caregivers, and clinicians, in comparative effectiveness research •Support current efforts and create new opportunities for stakeholder engagement and involvement in the EHC Program research process •Manage logistical requirements and support the EHC Stakeholder Group in its current functions and through transitions in form and format occurring over the Contract Period. Capability Statements submitted in response to this market survey should demonstrate the Offeror’s knowledge, experience, and ability to successfully implement the Contract requirements, highlighting the Offeror’s capacity to innovate and adapt approaches reflecting the state of the art in deliberative methods and stakeholder engagement. In addition, the Offeror should demonstrate ability and experience in planning and implementing changes in existing activities such as those of the EHC Stakeholder Group and in managing the logistics of complex programs. Consideration will be given to the Offeror’s track record in administering large projects and producing required deliverables in a timely manner. The Project Team shall consist of a Project Manager, Project Director, and other key staff. The Project Director shall have strong management experience, and posses EITHER a terminal degree and a minimum of 10 years of total work experience, OR a minimum of 15 years total work experience in the health services research field. The Project Director must have knowledge of and experience using citizen and stakeholder engagement strategies in health-related areas, at least 8 years in experience related to the tasks specified in the Statement of Work, knowledge of the field of evidence-based medicine, and demonstrated skills in organizing and monitoring complex projects conducted by groups of diverse professionals. The Project Manager shall be PMI-certified and have training and experience in health services research and familiarity with comparative effectiveness research, management of group processes, and personnel/project management. The Project Manager must be highly experienced and qualified with significant leadership and communication skills. (S)he shall possess, at a minimum, a Master’s degree in a health and human services-related specialty, at least 5 years work experience in a health services or project management capacity, and demonstrated skills in organizing and monitoring complex projects with similar requirements and outcomes. Other key staff shall have experience in projects related to evidence-based medicine, citizen or stakeholder engagement, education and training, program evaluation, use of Web-based technology, professional facilitation and meeting support. The composition of the Project Team should be such that key personnel have the array of experience and expertise required to complete each of the Project Requirements effectively and efficiently. Interested SMALL BUSINESS ONLY should submit capability statements (no more than 25 pages in length). Capability statements should be submitted by e-mail to Sharon Williams, Contracting Officer, at Sharon.williams@ahrq.hhs.gov. Capability statements must specifically address the capability and capacity to accomplish the above listed performance requirements of this notice and include references of current or past performance of similar requirements. Include information on key staff experience and education and a description of corporate experience with similar projects. Generic corporate brochures which do not address the requirements of this notice will not be considered to be responsive to this market survey. Using the results of AHRQ’s review of capability statements received, a decision will be made whether or not this project can be issued as a small business or other type of set-aside. No solicitation is yet available. Capability statements must be received no later than 12:00 noon (EST) on Thursday, December 17, 2009.
