Description
The Bureau of Reclamation's Grand Coulee Project, Grand Coulee, Washington, has a requirement for managing and maintaining the Washington Flats Wildlife Management Area (WFWMA) downstream from Grand Coulee Dam. The applicable North American Industry Classification System (NAICS) is 561730 and the size standard is $7 million. The Service Contract Act applies to this procurement. The WFWMA is a mitigation area designed to provide wildlife habitat and public use opportunities. It's approximately 574 acres in size. The work consists of the operation and maintenance of pumps and irrigation systems, the planting of crops and native grasses, fertilizing existing and newly planted vegetation, designing and planting additional vegetation groups, controlling noxious weeds, and the maintenance of Government-furnished equipment, fencing, and roads. We anticipate issuing a Request for Proposals (RFP) in mid-January at www.fedbizopps.gov., but all dates in this notice are subject to change. A one-time site visit will be available after issuance of the solicitation. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the Central Contractor Registration (CCR) at www.ccr.gov. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Lack of registration prior to award, may make an offeror ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at 800-333-0505. Internet registration takes approximately 72 hours; mail-in registration takes approximately 30 days. Contractors must complete an annual Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov.Reclamation intends to award one firm fixed-price contract. The initial period of performance (base year) shall be April 1, 2010, through October 15, 2010, with four 1-year option years to renew. These services will be purchased in accordance with FAR Part 12 and FAR Part 15. Any award will be based on the best value to the Government. This requirement is a SMALL BUSINESS SET-ASIDE. We will evaluate past performance, experience, and price and price related factors to determine the best value. These factors are subject to change and the offerors will need to review sections L and M of the solicitation when the solicitation is issued.
