- RECOVERY - This project is funded by the American Recovery and Reinvestment Act of 2009 (ARRA). The General Services Administration is looking for firms that qualify under the Small Business Programs that are mentioned in the Federal Acquisition Regulation (FAR) Part 19 including 8(a), small disadvantaged, Hubzone and VOSB. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY, to identify valid sources and to gauge the business interest of Construction Firms for construction services intended for the ONeil Federal Building in Boston, MA. The estimated range for this project is between $5,000,000 and $10,000,000. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. No telephone calls will be accepted. The General Services Administration (GSA) is seeking qualified construction firms for a renovation construction project in the ONeil Federal Building to renovate the entire Eleventh Floor and a portion of the Tenth Floor to allow the consolidation and relocation of several departments within the Public Buildings Service. The project is the third in a consecutive series of phases to realign departments. The O'Neill Phase III project will involve the renovation of approximately 43,902 square feet, including approximately 36,102 square feet on the Eleventh Floor, and 7,800 square feet on the Tenth Floor to construct permanent office, work stations, conference rooms and support spaces for the General Services Administration - Public Buildings Service. Approximately two-thirds of the eleventh floor will remain occupied during the project, and will require a series of separate phases to construct a portion of the final layout, relocate offices, work stations, support spaces, and occupants, and proceed with the next phase of work in the vacated space. All construction phasing, activities, and access, including any temporary system shut-downs, must be fully coordinated and approved in advance by PBS and the Building Manager. Construction is to be completed with minimal disruption to occupants and functions within the building. The project will be funded under the American Recovery and Reinvestment Act of 2009, (ARRA), and must comply with all ARRA requirements regarding commissioning, energy conservation, and reporting. In addition, the project will undertake to achieve as many LEED - CI credits as possible, by following the LEED Guiding Principles for Sustainable Existing Buildings. The North American Industry Classification System Code (NAICS) is 236220, Commercial and Institutional Building Construction and the Small Business Standard is $33.5 million. All interested parties are invited to submit capabilities statement to include three (3) projects completed within the last five (5) years that are relevant to the work that will be required under this project. Please provide answers to the following questions in your response: Has your firm completed similar projects within this dollar range? Is your firm experienced in similar projects coming in on time and within budget? Please indicate if your company is a certified 8(a), Hubzone or Service Disabled Vet small business or small business. Please be sure to provide a point of contact for each project listed.
