Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is conducting a market survey to seek potential sources from qualified small business firms under North American Industry Classification (NAICS) Code 541613. These firms must have the capability to promote and accelerate the development, implementation, dissemination and sustainability of evidence-based innovation in health care delivery to measurably improve health care in the U.S. The initiative to conduct this research is titled “Accelerating Change and Transformation in Organizations and Networks” (ACTION II). Partnerships in ACTION II will support practice-based research focused on achieving 4 objectives: •Implementation of a proof of concept, through which a previously untested innovation is tested to demonstrate its feasibility/usefulness in addressing an identified problem; •Implementation of an innovation or improvement approach, to provide information for health care decision-makers about structural, contextual and process factors that play a critical role in increasing (or reducing) the chances that a proven, evidence-based innovation will actually work in a given setting; •Spread of one or more proven innovations or delivery system improvements, including the active, wide dissemination of information about what works, accompanied by concrete guidance on how to maximize the likelihood of successful implementation and sustainability. •Sustainability, to increase knowledge about the factors that contribute to, or impede, the long term sustainability of innovation. AHRQ is looking for qualified firms willing to optimize their creativity and flexibility to achieve these objectives. Qualified firms must provide evidence of expertise in this field and demonstrate substantial experience in performing accelerated cycle (18-30 month) task order contract implementation research with the goal of changing behavior or clinical practice to measurably improve health care delivery. Minimum qualifications include: •A minimum of 10 years’ experience working in health services research. •Demonstrated evidence of a minimum of 10 years’ experience in implementation research in key U.S. health care delivery organizations, such as hospitals, long-term care facilities, or primary care practices. •Staff that has demonstrated success in achieving measureable behavioral change by health care providers or consumers in projects of national scope throughout the U.S. •A regional or field-based staff qualified in the development, implementation, dissemination and sustainability of evidence-based innovation in health care delivery. •Project leadership with an advanced degree such as an MD, PhD or MPH with a minimum of 10 years’ experience in the development, implementation, dissemination and sustainability of evidence-based innovation in health care delivery. •Corporate experience citing a minimum of 10 projects over the past 10 years with evidence of changing health care provider or consumer behavior regarding health care delivery issues. Note: While a qualified contractor does not have to have prior experience working for AHRQ, the contractor must show a significant presence working in health care delivery projects that lead to behavior change and quality improvement. Generic capability statements will be considered non-responsive. Capability statements must be tailored to this request and identify the source’s capabilities to complete this requirement including information on key staff experience and education, and a description of corporate experience with similar projects.
