Description
The U.S. Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA)/National Environmental Satellite Data Information Service (NESDIS) intends to negotiate with Science and Technology Corporation on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The acquisition is to acquire Critical Infrastructure Protection (CIP) project for OSDPD to provide backup systems located at the Wallops Command and Data Acquisition Station (WCDAS) and will perform all mission critical operations and critical product data processing functions in the event of a catastrophic outage at the NSOF site. A phased implementation approach is planned with the first phase providing a backup for CEMSCS and subsequent phases implemented to include Metop (CIP Phase 1.5), SATEPS (CIP Phase 2.0 and Phase 3.0) and other capabilities as needed. The NESDIS Office of Systems Development (OSD) provides disciplined, high quality project planning, architecture definition, systems engineering, acquisition and project management to the CIP project. As such, the OSD Ground Systems Division (GSD) has identified and obtained approval for the current CIP phased implementation approach, has provided for the building at Wallops to house the OSDPD Backup Facility (OBF), procured the hardware, software and communications required at the OBF, and is in the process of configuring the equipment for use at the OBF. The period of performance for this requirement is from January 1, 2010 through September 30, 2010, with no option to extend. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Jay Parsick, Contract Specialist.
