- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to WebCore Technologies, Inc., 8821 Washington Church Rd, Miamisburg, OH 45342-4449. This procurement is being conducted under Simplified Acquisition Procedures (SAP)- only one responsible source and no other supplies or services will satisfy agency requirements. WebCore Technologies is the only known source capable of meeting the Governments requirements due to the unique capability to provide support and service for the prototype mat system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later that 4:00 CST on 10 Dec 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Please submit information for consideration by the Government to Alicia.M.Kennedy@usace.army.mil with solicitation number referenced in the subject line. The contract will enable the vendor to provide the AMX airfield mat development program, sponsored by the US Air Force Civil Engineer Support Agency (AFCESA) under the direction of the Airfields and Pavements Branch, Geotechnical and Structures Laboratory (GSL), Us Army Engineer Research and Development Center (ERDC), with prototype airfield matting currently under development. The prototype system is unique to WebCore Technologies, Inc., and purchase of alternative systems would halt future development and design refinement opportunities. 14 panels will be purchased and delivered within 14 weeks. There will be an option to purchase 67 more panels if the initial traffic evaluation yields favorable results.
