Description
RECOVERY-(ARRA) This contracting action is issued under the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) THIS CONTRACTING ACTION IS ADVERTISED AS FULL & OPEN COMPETITION, UNDER THE COMPETITIVE DEMONSTRATION PROGRAM. THE UPCOMING ACQUISITION WILL FALL UNDER NAICS 237110 WATER WELL DRILLING WITH A SIZE STANDARD OF $33.5M. This project includes providing all materials, equipment, and labor required to drill and construct new irrigation well on the Massie WPA, located at Rainwater Basin Wetland Management District, Clay County, Nebraska, in strict accordance with the plans and specifications which will be issued with the upcoming solicitation, on or around December 21, 2009. LOCATION AND INSPECTION OF SITE Prospective Offerors are highly encouraged to visit the work area in order to examine the existing site conditions by making arrangements with the Project Leader. Site Visit information will be listed in the solicitation. GENERAL INFORMATION The project will be solicited using a negotiated procurement process through the issuance of a Request for Proposals (RFP), with the intent to award a firm fixed price contract to the offeror whose proposal is determined to be the overall "Best Value" considering cost and all other evaluated criteria of the RFP. The specific evaluation process will be outlined in the forthcoming solicitation. The estimated magnitude of construction is between $25,000 and $100,000. The total performance period is 90 calendar days from the Notice to Proceed. The solicitation package (RFP) is anticipated to be available electronically on or about 21 December 2009 to all interested firms with an anticipated closing date of 26 January 2010. Copies of the solicitation, specifications, and drawings can be obtained at http://www.fedbizopps.gov once available for issuance.
