- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. U.S. Army Corps of Engineers, Rock Island District Homeland Security Customs and Boarder Patrol Canadian Sites North Dakota and Canadian Boarder. The U.S. Army Corps of Engineers, Rock Island District is authorized to perform Tract Appraisals for the acquisition of boarder patrol sites on behalf of Department of Homeland Security, Customs and Boarder Patrol. This is a sole source award to RM Hoefs & Associates, Inc. and the Justification and Approval is posted to ASFI.
