This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. The solicitation number is Q8825100001 and is issued as a Request for Quotes (RFQ). NAICS code: 324110. No paper copies will be sent. Notifications of any changes will be made as modifications to this announcement. To receive an award, vendor must maintain a current registration at www.ccr.gov and ORCA at https://orca.bpn.gov/login.aspx. The National Park Service, Yosemite National Park (YOSE), has identified a need for the purchase of Red-Dyed Ultra Low Sulfur Diesel Fuel to be delivered to two (2) locations within Yosemite National Park. NAICS Code: 324110. SECTION C - DESCRIPTIONS AND SPECIFICATIONS Deliver as needed, Red Dyed Ultra Low Sulfur Diesel Fuel to Storage Tanks at Crane Flat Generator and locationa in Yosemite Valley that serve Emergency Generators in Yosemite National Park; Yosemite Valley Lift Station (YVLS), Yosemite Creek Lift Station (YCLS), Houskeeping Camp (HSKP), Yosemite Valley Sub Station, Yosemite Valley Medical Clinic Deliveries shall be made within 72 hours of being called or when tanks reach the half empty mark, (some of the tanks have remote read capability available) which ever is more frequent. This shall be a one (1) base year; four (4) option year contract. Background: Crane Flat lies in the Mather District of Yosemite National Park, 1.5 miles up Hwy 120 from junction of Big Oak Flat Road and Hwy 120, also known as Tioga Road. This area is located at 6200 ft elevation and is open year round. Winter season brings large and heavy amounts of snow, starting as early as October and can last through May. Vehicles must always carry tire chains which is a requirement by California Department of Motor Vehicles. Deliveries will be needed year round. The High Voltage shop within the Utilities Branch is responsible for maintaining this generator. Yosemite Valley is located 15 miles east of El Portal on Hwy 140, but can be accessed from other entrances at Hwy 120 and Hwy 41. Yosemite Valley Storage Tanks serve emergency generators to run lift stations when commercial power is unavailable. There are five locations that require Red Dyed Diesel fuel; Housekeeping Camp-Curry Village Lift Station (1 tank), Yosemite Village Lift Station and Yosemite Creek Lift Station, Yosemite Valley Sub Station and Yosemite Medical Clinic. All of these locations have UST's and will need filling on an as needed basis. We estimate using approximately 500 gallons/ year per tank, about 2500 gallons total. This may increase depending on the amount of power outages. Summary:The generator that supplies power to the Crane Flat area in Yosemite National Park operates on Dyed (Red/Off-Road) Ultra Low Sulfur Diesel Fuel. The above ground tank holds 1500 gallons of diesel fuel. The generator requires filling approximately 2-3 times per month. The NPS requires that the Diesel tank remain at or above full, approximately 750 gallons or more. In the past, the average amount of gallons per delivery is about 500 gallons. The Ultra Low Sulfur Red Dyed Diesel fuel tank at El Portal Wastewater Treatment Facility holds approximately 4,000 gallons. This tank is used to fuel the boiler, which maintains heat for the digester tanks and internal building heat. This tank is filled at least one time per month in the summer months and 2-3 times per month in the winter months. Deliveries shall be made within 72 hours of order placement.Once fuel contract has been established, arrangements shall be made between the vendor and High Voltage shop for Crane Flat Generator and the Yosemite Valley Locations.
