- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI10029 a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-37 dated October 14, 2009. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business concern. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure two (2) incubator shakers on a sole source basis from Appropriate Technical Resource. Item/Description/Quantity: (1) AL70 Minitron 25mm 115/60, #12600, qty-2; (2) ZM72 Base support - Minitron, #12626, qty-1; (3) ATN00 Tray w/Sticky Squares platform Minitron/Novatron (squares 8"X8"), #12650, qty-2; (4) ZF70 Humidity control, #12632, qty-2; (5) Humidity carboy kit, #I52200, qty-1; (6) ZG70 CO2 control, Minitron, #12633, qty-2; and (7) Freight, qty-1. The Minitron is the only known incubator with a patented drive system, a single bearing eccentric that moves the main shaft, resulting in quiet operation and virtually no vibration. The brushless three-phase drive system does not produce black dust contamination inside the unit, common with DC brush motors. The Minitron shaking incubators are the only known environmental shaker that allows CO2 control. The drive allows the entire shaking mechanism to be enclosed into the bottome of the case, whereas, other shakers use an external drive mounted through the bottom of the shaker. As a result, the units are smaller and more "air tight" and this allow the units to run in a CO2 controlled atmosphere. The polyurethane construction has insulating properties and produces faster temperature changes and better uniformity across the shaking table. The unit offers a front-opening design, which allows for placement of the unit under a bench and tray removal from the front. The lab currently has two (2) units of Minitron being used at full capacity for the viral protein production in the Vaccine Research Center. Adding the new units will greatly accelerate the screening for vaccine candidates. Award will be based on meeting the salient characteristics, price, and delivery. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
