Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solelyfor information and planning purposes it does not constitute a request for proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Small businesses having the capabilities to perform the tasking below are encouraged to reply to this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov and the SPAWAR E-Commerce Central website at https://e-commerce.spawar.navy.mil. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this requirement. The information provided in this RFI is subject to change and is not binding on the provided in this RFI is subject to change and is not binding on the Government. In the near future there will be other documents provided for industry review on a separate secured site limited to U.S. DoD Contractors. To request access to the secured website, each company must sign and return the Non-Disclosure Agreement (NDA) posted on the e-commerce site entitled, "Bidder's Repository NDA" and provide the e-mail address, phone number for each requested user,and provide Joint Certification Program (JCP) active certification number to Heidi Radaford at heidi.radaford@navy.mil. Each company may request access for up to two representatives. Each user is required to be a U.S. DoD contractor and have a valid DoD or ECA issued PKI certificate to gain access to the website. If an interested company is a U.S. DoD contractor and does not have a valid DoD or ECA-issued PKI certificate, contact heidi.radaford@navy.mil for further instruction. If an interested company is a U.S. DoD contractor and does not have a JCP certification number, please go to website http://www.dlis.dla.mil/jcp/documents.aspx and submit a complete DD Form 2345 to Joint Certification Office (JCO). Once U.S. DoD Contractors have been approved, the Government will provide instructions on how to access the secured site. 1.0 DESCRIPTION The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office Command, Control, Communication, Computers, Intelligence (PEO C4I), Submarine Integration Program Office (PMW 770), is seeking information from interested sources for the future development of a highly secure, high-speed, high-availability IP-based routing network to transfer fixed format text messages (e.g., ACP-128) to established bases worldwide. The system will operate up to the Top Secret/Sensitive Compartmented Information level and include two network operations centers, fixed desktop user terminals, portable user terminals, and interfaces to legacy systems requiring format and/or protocol conversions. The purpose of this RFI is to obtain information on companies that are potential sources for the requirements described above. The information produced in the RFI is subject to change and is not binding on the Government. The U.S. Government does not make a commitment to procure any of the items discussed in this RFI. Further, the release of the RFI should not be construed as such a commitment or as authorization to insure cost for which reimbursement would be required or sought. It is emphasized that this is a Request for Information. It is not a Request for Proposal (RFP) of any kind and is not to be interpreted that such a RFP for the above will be issued. Interested parties are invited to subscribe to the SPAWAR website to ensure they receive any important information updates connected with this RFI. To subscribe, click on Nxxxxx-xx-R-xxxx then click on "Subscribe" near the top of the screen, and follow the directions provided. 2.0 REQUESTED INFORMATION Interested parties are requested to respond to the RFI. Responses are limited to 2 pages in length. Responses should be in Microsoft Word or Adobe PDF format are due no later than 10:00 AM PST on 11 December 2009. Responses shall be submitted in writing, via e-mail only, to Heidi Radaford (heidi.radaford@navy.mil). Provide information on your company to include: Size. Foreign (non-U.S.) controlling interests, customers, and/or ownership. What level of DoD clearance cleared personnel does your company have? (Confidential, Secret, Top Secret, and Top Secret/Sensitive Compartmented Information). Does your company have secure development facilities and, if so, please indicate locations and specify classification levels for each location? Does your company have secure conference facilities and, if so, please indicate locations and specify classification levels for each location? Does your company have secure video teleconference facilities and, if so, please indicate locations, types of devices and specify classification levels for each device and location? Does your company have secure voice capabilities and, if so, please indicate locations, types of devices and specify classification levels for each device and location? Does your company have secure storage and, if so, please indicate locations and specify classification levels for each location? Does your company have secure network capabilities for email and web access and, if so, please indicate access locations, names of networks and specify classification levels for each? Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate any proprietary information form non-proprietary information in your response. All submissions become Government property and will not be returned.
