Description
The U.S. Department of Commerce, NOAA, intends to solicit for purchase of 3000 each, Gauge, Rain, Plastic, w/Mounting Bracket, 11 inch capacity, Graduated each 1/100 inch of Rainfall for Direct Reading, 14-inch Weight by 4-inch Diameter, P/N CLEARVU1100-NOAA. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. This item is used to support the NWS spare parts program. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 12, Commercial Items. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. The company is Productive Alternatives, Inc. Productive Alternatives, Inc. is the only responsible source to perform the work since the company provided and built D045 4 inch rain gauge. They also retain a stock of repair parts and drawing for the end item. Productive Alternatives, Inc. also retains the engineers and technicians who manufactured the gauge thus reducing the time to manufacture the item. Any attempt to reproduce this item from any other source other than Productive Alternatives would require the Government to re-qualify the part which would take considerable time and costs to the Government and could not be recovered through open competition. The Government currently has over 600 gauges on backorder and time is critical to replenish the stock. The Government believes it is in their best interest to acquire this item from Productive Alternatives, Inc. in order to support the NWS program. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Productive Alternatives, Inc, whichever is determined to be more advantageous to the Government without further notice. The anticipated award date shall be within 15 calendar days after the date of this publication. Interested firms should submit its name, address, point of contact, telephone number, and a capability statement regarding the specified product. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item. The NAICS code for this action is 334513. All responsible sources may submit a quote which will be considered by the Agency. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. All contractors doing business with the Eastern Region Acquisition Division-Kansas City (ERAD-KC) must be registered with the Central Contractor Registry (CCR) or certification with the Online Representations and Certifications Application (ORCA). This is a Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper Representations and Certifications (Reps & Certs) process. No award can be made unless the vendor is registered with CCR.
