- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request is a hundred percent set aside for small business concerns. The NAICS code is 332995 and size standard is less than 500 employees. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, Effective 1 June 2008 & Class Deviation 2005-00001. Quotes may be provided for the IED Training Devices as brand name products or for a proposed equal piece of equipment fulfilling the below requirements. If an offeror believes they have an equal product which meets all the features and functionality of the items listed below, they may submit a quote for that product. It will be evaluated for technical acceptability. If it is determined by the Government to be an equal product it will be evaluated along with all other technically acceptable offers. If it is determined by the Government not to be an equal product, the offer will not be considered for award. Provide a firm, fixed price for each of the following line items: Description, Part Number, Quantity, Unit. Prices shall include shipping and handling FOB Destination to Fort Harrison, MT. Line Item 0001, Mounted Convoy Kit, PN: MIL-MCO IMEESS, 6, each Line Item 0002, Landmine, PN: MIL-SIM-FX, 2, each Line Item 0003, Support Kit, PN: MIL-MCO-SCS, 1 each Line Item 0004, Dismounted OPS System, PN: MIL-UDO-IMEESS, 1, each Line Item 0005, Distraction Device Kit, PN: MIL-DD-KIT, 1, each Line Item 0006, Suicide Vest Kit, PN: MIL-SV32, 2, each Line Item 0007, Vehicle IED Kit, PN: MIL-120-VBIED, 2, each Line Item 0008, IED Pressure Release, PN: MIL-12-IED, 2, each Line Item 0009, IED Tripwire Release, PN: MIL-16-IED, 2, each Line Item 0010, Landmine, PN: MIL-14-EST, 4, each Items 0001-0010 are brand name or equal products and manufactured by Mil-Sim-FX International. Quoted products from other manufactures pertaining to specified line items will be considered. 52.211-6, Brand Name or Equal (Aug 1999)(a) If an item in this solicitation is identified as brand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that equal products must meet are specified in the solicitation.(b) To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must-(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;(2) Clearly identify the item by-(i) Brand name, if any; and(ii) Make or model number;(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.(c) The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.(d) Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation. 52.212-2, Evaluation-- Commercial Items (January 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and Technical Capability. Offerors will submit technical specifications of the product, to include warranty information, with the quote. If products from offerors are found to be technically equivalent, price will be the determining factor.
