Description
Space and Naval Warfare SystemsCenter (SPAWARSYSCEN) Atlanticintends to negotiate a firm-fixed-pricecommercial item contract in accordancewith FAR Part 13 for the purchase of aperpetual Department of Defense-wideenterprise license for L-1 IdentitySolutions Automated BiometricInformation System (ABISR). (Part #AE-SOLN-IBF6). This capability isrequired for operating systemsdeployed by the Biometrics Task Force(BTF) Next Generation ABIS and blueforce biometric tracking systems. L-1Identity Solutions currently providesABISR licenses to perform biometricmatching including algorithms forfinger, face, palm, iris, and fusionbiometric matching capabilities core tothe function of these systems. In addition, this license allows for anunlimited system capacity and theexpansion of operations of the ABISsystem beyond the currentdeployments and locations. Without L-1 Identity Solutions biometric licensing,the ABIS system is not functional. L-1Identity Solutions licensed technologyis critical to all functions of the ABISsystem including biometric matching,the core system function. The ABISsystem cannot operate without L-1Identity Solutions licensing and thealternative would necessitatereplacement of the BTF ABIS system.This option would be orders ofmagnitude greater in cost than thislicensing and would introduce anunacceptable level of risk for thesemission critical systems. L-1 IdentitySolutions is the only provider of thissoftware that is 100% template andinterface compatible with the currentsystems for all biometric modalities.ABISR is proprietary softwaredeveloped and owned by L-1 IdentitySolutions, with all licensing rights. Assuch, only L-1 can provide licensing forthis system. As this is a perpetuallicense, the period of performance isindefinite. A Firm-Fixed-Price contractis anticipated.
