- Description
- This is a Sources Sought Synopsis for market research purposes only. McConnell AFB, KS seeks potential sources for a proposed government acquisition to completely renovate/refurbish: 1) the indoor pool, 2) the pool water treatment and filtration systems including multiple pumps and exposed piping, and 3) the pool pump room at Bldg 412. The anticipated North American Industries Classification System (NAICS) code is 236220 Commercial and Institutional Building Construction and the Small Business Administration (SBA) small business size standard is $33.5M. Magnitude of construction is unknown at this time. The proposed contract would be awarded to one vendor as a firm-fixed price contract. There is no solicitation available at this time. The contractor shall provide all labor, materials, transportation, equipment, and supervision to accomplish this project. We are contemplating a Design-Build project. All work shall be accomplished in accordance with the requirements contained in the Statement of Work. At this time, this project includes but is not limited to achieving the following: 1) The pool walls and the pool floor totally free from discoloration and spalling 2) The entire nonskid deck around the pool is to be renovated so that it looks new, is a uniform nonskid surface, all existing deck safety and depth markings around the pool are to be restored and repainted, and the deck is to be totally free of spalls 3) The entire existing stainless steel pool perimeter gutter and plastic skimmer grating are to be rejuvenated so that they look new and are totally free from all visible corrosion 4) The entire pool water treatment and filtration systems including the pumps and exposed piping and tubing are to be renovated/refurbished so that they are state of the art, easily maintained, inherently safe, are of rugged industrial strength and quality, do not use chlorine gas, and are totally free from all visible corrosion 5) The existing pool pump room including all exposed structural steel members, all interior walls and ceiling, all interior and exterior doors, frames, and thresholds, and all mechanical (HVAC) and all electrical light fixtures, equipment, alarms, conduits, switches, and components are to be renovated so that they look new, are coated with either new factory or new field applied paint and are totally free of visible corrosion. 6) Steam clean the entire pump room floor. 7) Demolish the two 7'x12' CMU walls currently housing the chlorine gas cylinders. 8) The pool handicap chairlift is in good working condition but is over 10 years old. If the budget allows, replace the chairlift to minimize future maintenance problems. 9) The Design-Build contractor shall thoroughly investigate, shall design for the renovations and the refurbishments described above, shall provide all necessary construction specifications and drawings needed to perform the work, shall perform all of the renovation and refurbishment work and shall provide AutoCAD As-Built drawings on CD. Any field applied paint shall be suitable for use in a corrosive fume environment. Any new HVAC equipment provided shall be provided with factory applied paint for rugged industrial use in a corrosive fume environment. Reuse the existing pool water heater. Interested and qualified sources are required to provide the following information no later than 16 December 2009 (12:00PM Central Standard Time): (1) A positive statement of your intention to submit a proposal for the forthcoming solicitation as a Prime contractor. This statement shall include: company name, address, and point of contact, telephone number and e-mail address. (2) A list of recent experience in the past three (3) years in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with current phone numbers and email addresses; (3) Evidence of capability to be bonded for proposal, performance, and payment bonds. (4) Offeror's Business Size All of the above information should be submitted in sufficient detail for a decision to be made on the availability of interested parties. Responses shall be limited to 5 pages. Proprietary information should be marked "PROPRIETARY INFORMATION". Failure to submit all information by the submission due date and time will result in a contractor being considered not interested in this requirement. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award. Registration may be accomplished at http:www.ccr.gov, or telephone at 1-888-CCR-2423. The contractor must also be registered in ORCA which can be accessed at http://orca.bpn.gov/.
