- RECOVERY - This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS/QUOTES. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. The National Institute of Standards and Technology seeks information from commercial vendors that are capable of providing a 600 MHz and/or a 900 MHz Nuclear Magnetic Resonance (NMR) Spectrometer. If at least two qualified small businesses are identified during this market research stage for one or both spectrometers, then the resulting procurement would be conducted as a small business set-aside for one or both spectrometers. Any forthcoming procurement in response to this sources sought notice will utilize American Reinvestment and Recovery Act (ARRA) funding. 600 MHz Nuclear Magnetic Resonance (NMR) Spectrometer Background: A high resolution NMR spectrometer operating at 600 MHz is sought for the NIST Boulder, Colorado campus. Description/Purpose of the item to be acquired The 600 MHz NMR spectrometer NIST seeks to acquire shall consist of: Console and software system subsystem capabilities, with an operating frequency for 1H of 600 MHz, is sought which is comparable in capabilities to that outlined in detail below for the 900 MHz NMR system. A wide bore magnet will not be required. 900 MHz NMR System Requirements & Specifications The system shall include pulse field gradients, as well as a gradient shimming capability. All solution state probes shall have pulse field gradient capabilities. The system shall also have the capability to acquire data on biological samples in the solid state, using magic angle spinning (MAS) and static solid-state probe components. In comparison to lower magnetic field NMR systems (e.g. 600 MHz NMR spectrometers) currently available at NIST, a 900 MHz NMR system will provide dramatic improvements in the sensitivity, resolution and accuracy of structural, dynamic and quantitative measurements that can be applied to biological and organic molecules in solution and solid state. It will therefore enable the determination of higher resolution structures of larger, more complex macromolecules (proteins, RNA, DNA, oligosaccharides and lipids), macromolecular complexes and mixtures (e.g. serum); as well as a dramatically improve precision at which we can analyze macromolecular dynamics and interpret NMR spectra quantitatively. Additionally, the 900 MHz NMR will enable new measurement techniques to be applied that yield novel data on structure, dynamics and interactions of macromolecules by exploiting the unique physical behavior of these molecules at the ultra high (~ 21.14 T) magnetic field strength. In addition to the base 900 MHz NMR system, optional components will be included in the requirements and specification. Depending on funds available at the time of purchase, such components may or may not be included in procurement of the NMR system. Since these options may be critical to NIST's future use of the NMR system, the sources responding to this notice should demonstrate that such options are available, are functional with the specified system, and can be retrofitted to the specified system in the future. How to respond to this notice: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, Analytical Laboratory Instrument Manufacturing, as those sources having 500 employees or less. Please include your company's total number of employees (worldwide). Responsible sources that manufacture or sell such 600 MHz and/or 900 MHz systems are requested to email a detailed report describing their abilities to peter.macaluso@nist.gov, with a courtesy copy to joseph.widdup@nist.gov, no later than the response date for this sources sought notice. The report should include detailed specifications and other information relevant to your product(s) or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indicate the number of days after receipt of order that is typical for delivery of these systems. 4. Indication of whether each instrument for which specifications are sent is currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications to include current catalogue/published prices.
