- RECOVERY 2009 STIMULUS PROJECT DESIGN-BUILD OF A BUILDING INTEGRATED PHOTOVOLTAIC ROOF AT CLEVELAND FEDERAL BUILDING AND A GREEN VEGETATIVE ROOF AT THE RUDMAN FEDERAL COURTHOUSE IN CONCORD NH SOURCES SOUGHT ANNOUNCEMENT (Revised) THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The General Services Administration (GSA), New England Region is seeking qualified small business contractors for the Design Build of a Building Integrated Photovoltaic (PV) Roof (Cleveland) / Green Vegetative Roof (Rudman) as well as the replacement of the existing roofs with new high performance(R 50) roof (TBD) at the Cleveland Federal Building and the Rudman Federal Courthouse in Concord NH. The NAICS code is 238160. ( Size Standard in Millions of $'s is $14.0 M) These buildings are located in a central downtown venue with adjacent thickly-settled residential housing. The Cleveland Federal Building and the Rudman Federal Courthouse buildings consist of multiple floors containing office spaces currently occupied by a variety of federal tenant agencies including courtrooms and offices of the federal Judiciary. The contractor shall perform all professional services as necessary to provide GSA with a complete design package including, but not limited by, the requirements, all required codes and any future amendments. The design package shall include specifications and drawings which will be turned over to GSA. After approval by GSA of all final design materials, the contractor will provide all necessary construction services to successfully install the BIPV Roof System/ Green Vegetative Roof. The Cleveland roof shall be an Energy Star rated roof which integrates flexible, amorphous PV panels directly into the roofing system. The Cleveland Federal Building is 21,000 square feet ( but possibly only 9,000 s.f. available for Photovoltaic) and the Rudman Federal Courthouse rooftop area is 19,600 square feet (for a green "vegetative" roof), but these measurements must be field verified by the contractor. The power output of the system will be determined by the technical requirements and the type of product utilized for this BIPV/Green Vegetative Roof based on the available square footage. The selected prime contractor must demonstrate professional design qualifications to perform the design, provide contract documents (specifications and drawings), and both manage and perform the project construction. The Contractors will be required to perform design involving both electrical and structural engineering and coordinate/manage all multi-trades subcontractors. Interested Offerors are requested to answer the following questions as well by 12 NOON on December 11th, 2009. a. Identify past experience which demonstrates that your firm is qualified to perform Design/Build services and construction work in government facilities. Please provide the name of your firm, a brief narrative that demonstrates your firms' capabilities providing Design/Build construction services, and the contact information for the primary point of contact. b. Has your firm constructed Photovoltaic (PV ) Roof structures as well as new high performance roofs? c. If the answer to (b) is YES, specify the experience of your firm in thin film PV and/or crystalline PV roof structures? d. Has your firm constructed Green Vegetative Roof structures as well as new high performance roofs? e. If your firm has constructed such roofs, have you successfully partnered or had a teaming arrangement with licensed Architects/Engineers or do you have staff employed within your company with these disciplines? Please supply some detailed information regarding this arrangement. f. If your company has socioeconomic status such as 8(a), HUBZone or Service Disabled Veteran Owned small business, please include that information. This project is to be awarded as a firm fixed price contract. The project is to be completed and ready for operation no later than 270 calendar days from contract award. It is expected that the cost range will be between $ 1,000,000.00 and $ 5,000,000.00.
