- This notice serves as a presolicitation notice/procurement synopsis for the High-speed Anti-Radiation Missile (HARM) Control Section Modification (HCSM) limited production units and the full rate production (FRP) Lot 1 and Lot 2 options. The 693rd Armament Systems Squadron (693 ARSS), 328th Armament Systems Group (328 ARSG), 308th Armament Systems Wing (308 ARSW), Eglin AFB, FL plans to award two sole source limited production contracts. The limited production contracts call for the contractors to produce modified HARM control sections that: (a) add a Global Positioning System (GPS) guidance capability, (b) increase the current control section Inertial Navigation Set (INS) accuracy, and (c) restructure the current AGM-88C seeker software to migrate the guidance function from the seeker to the control section. The modified control sections must meet the requirements of Weapon System Specification 2261672, dated September 18, 2006; Missile Prime Item Development Specification 2261673, dated September 18, 2006; and the Control Section Prime Item Development Specification 2261674, dated September 18, 2006, while maintaining the missile interface as defined by AS-5186C, dated April 8, 2003, and AS5108D-C, dated August 10, 2001. The HARM with a modified control section will be employed on the F-16 Block 50/52 aircraft utilizing the current LAU-118 launcher, which includes the Aircraft Launcher Interface Computer (ALIC). No modifications to the aircraft or ALIC hardware and software will be allowed. The contractors will be required to utilize existing Field Level Support Equipment without modification. Under the limited production contracts, the contractors will be required to deliver two engineering evaluation units (one 6 months after award and the other 10 months after award) and five modified HARM control sections for performance verification (12 months after award) and the test support and data analysis during the six-month performance verification period. The limited-production contracts also contain options for two production lots, with not-to-exceed pricing for a quantity range of control sections, warranty and special tooling and test equipment. The Government anticipates awarding the FRP options based on a limited competition between the two contractors utilizing Lowest Price Technically Acceptable source selection procedures after performance verification is complete. The total number of modified HARM control sections the Government will purchase under the two FRP lots is approximately 500. The Government's intent is to purchase as many as the budget allows. Inasmuch as Raytheon and Alliant Techsystems, Inc (ATK) are currently performing work on the HARM, the Government will not be able to provide government property/government special tooling/special test equipment to any prospective new source. Therefore, the fulfillment of the supplies listed above requires substantial initial investment and an extended period of preparation for manufacture. Anticipated date of the RFP for limited production is on or about 15 Dec 09; date of closing response is on or about 15 Feb 10. This acquisition is contemplated under the authority of Title 10, United States Code 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One or a Limited Number of Responsible Sources." The limited production contracts will be awarded on a sole source basis and the full rate production options will be awarded on a limited competition basis. The sole source awards are to Raytheon Company, Missile Systems, 9000 S. Rita Road, Bldg 9022, M/S R117, Tucson, AZ 85744 and ATK Mission Systems, Advanced Weapons, 21301 Burbank Blvd, Woodland Hills, CA 91367. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the 693 ARSS. The date for response to this synopsis for HARM Control Section Modification is fifteen (15) days after the date of this synopsis publication.
