Description
This is a Sources Sought Synopsis for market research purposes only. McConnell AFB, KS seeks potential sources for a proposed government acquisition to repair the outdoor pool. The anticipated North American Industries Classification System (NAICS) code is 238990 Commercial and Institutional Building Construction and the Small Business Administration (SBA) small business size standard is $14.0M. Magnitude of construction is unknown at this time. The proposed contract would be awarded to one vendor as a firm-fixed price contract. There is no solicitation available at this time. The contractor shall provide all labor, materials, transportation, equipment, and supervision to accomplish this project. We are contemplating a Design-Build project. All work shall be accomplished in accordance with the requirements contained in the Statement of Work. At this time, this project includes but is not limited to the following: 1) Remove existing liner from a 120 foot by 70 foot, 51 year old, concrete pool. Inspect and determine condition of pool wall, floor, etc. The Estimated repair costs shall determine whether a new liner and cover or concrete repairs are required. 2) Abandon and/or demolish pool fill line and reroute to existing manhole. 3) Demolish and replace jets and water line feeding jets and add numerous filter locations around pool to water line and water line extensions to existing water slide and two new proposed water slides. Concrete sidewalk will be replaced as required to install the new water line to and around the pool plus replacing random areas of deteriorated concrete. 4) Install non-slip surface in the children wading pool. 5) Replace 4 each existing manhole covers.6) Steam clean the entire pump room floor. 6) Replace numerous main pool filters with 2 each large filters. 7) Install 2 each new water slides. 8) Install 2 each new lifeguard stands and stand shade covers. 9) Reconfigure bath house to combine restrooms and provide more concession/life guard floor area. 10) Install new pavilion. 11) Install access pavement to pump/chemical facility. Interested and qualified sources are required to provide the following information no later than 16 December 2009 (12:00PM Central Standard Time): (1) A positive statement of your intention to submit a proposal for the forthcoming solicitation as a Prime contractor. This statement shall include: company name, address, and point of contact, telephone number and e-mail address. (2) A list of recent experience in the past three (3) years in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with current phone numbers and email addresses; (3) Evidence of capability to be bonded for proposal, performance, and payment bonds. (4) Offeror's Business Size All of the above information should be submitted in sufficient detail for a decision to be made on the availability of interested parties. Responses shall be limited to 5 pages. Proprietary information should be marked "PROPRIETARY INFORMATION". Failure to submit all information by the submission due date and time will result in a contractor being considered not interested in this requirement. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award. Registration may be accomplished at http:www.ccr.gov, or telephone at 1-888-CCR-2423. The contractor must also be registered in ORCA which can be accessed at http://orca.bpn.gov/. Pursuant to Air Force Federal Acquisition Regulation Supplement (AFFARS) paragraph 5352.201-9101(c) Mr. Michael Jackson has been appointed as the McConnell AFB Ombudsman.
