- Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. DESC has a requirement for the purchase of a software package that enables access to energy market data. This notice is hereby issued as RFQ No. SP0600-10-R-0409. This constitutes the only Request for Quote (RFQ) and a written RFQ will not be issued. The Period of Performance is for a one (1) year period starting January 01, 2010 ending December 31, 2010. All responsible sources are encouraged to submit a quote. Quotes shall be submitted to Keith Carvalho via email ONLY to keith.carvalho@dla.mil by the close of business, 4:00 pm EST on Wednesday, 9 December 2009. This is a 100% set-aside for Total Small Business concerns. The NAICS code for this acquisition is 541511 - —Custom Computer Programming Services with size standards of $25 million or less. The Defense Energy Support Center (DESC) is seeking the following annual subscription to a software package that enables real-time access to the following Data Providers: 1. Platts Data management for five (5) users 2. New York Mecantile Exchange (NYM) for five (5) users 3. IntercontinentalExchange (ICE) Futures (IPE) for five (5) users, and 4. Amerex Power & Gas Indicative for one (1) user. Questions should be directed to Keith Carvalho via email ONLY to: keith.carvalho@dla.mil. SUBMITTALS: All quotes submitted shall include an itemized list of each Data Provider to include any and all Software/Data License Fees, Product License Fees and Data Service Fees applicable to the access of such data. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. The Government intends to include the following FAR clauses and provisions, either by reference or in full text in the resulting award.
