Description
NAICS Code: 333411 The U.S. Environmental Protection Agency (EPA), Radiation and Indoor Environments National Laboratory intends to award a sole source fixed-price purchase order under the authority of FAR Part 13.106-1 to Scott Health and Safety for purchase of multiple Scott SelfContained Breathing Apparatus (SCBAs). The EPA Emergency Response Technical Group (ERTG) http://www.epaosc.org/site/site_profile.aspx?site_id=0001 has developed an Emergency Response Equipment List http://www.epaosc.org/sites/0001/files/ertg%20equipment%20list_10-14-08.pdf that is part of the National Approach to Response (NAR) to ensure that EPA emergency response personnel are using emergency response equipment and personal protective equipment (PPE) that is consistent and interoperable across the Agency. The ERTG has extensively researched SCBA respirators and has designated the Scott SCBA as the SCBA respirator to be used by EPA emergency responders for Level A and Level B emergency response operations. The EPA Emergency Response Health and Safety Manual Respirator Protection Chapter incorporated the ERTG recommendation and for consistency across the Agency the Scott SCBA is the respirator to be used for emergency response purposes. This chapter is found at: http://www.epaosc.org/_HealthSafetyManual/manual-index.htm. Page six of this chapter states: "To promote consistency and interchangeability among emergency responders, EPA has selected the Scott (Scott Health & Safety, a unit of Tyco International Ltd.) brand as the standard issue respirator." NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein, may submit its capability, which if received by 4:00 pm December 16, 2009, may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
