- FUEL CELL: REQUEST FOR INFORMATION (RFI): This RFI is being used asa marketresearch tool. The submission of information in response to this RFI is for planning purposes only, and is not to be construed as a commitment by theWestern Area Power Administration (Western) to procure any items describedherein, or for Western to pay for information received. This is not apre-solicitation notice or solicitation and no award will be made as aresultof this request. This market survey is not a request to seek contractorsinterested in being placed on a solicitation mailing list. Responses to theRFIwill be treated as information only and data submitted in response to thisrequest will not be returned. All responses to this RFI shall be submittedwithin 30 calendar days of the date of this announcement. Any questionsshallbe submitted via e-mail only to the Eileen Ray, Contracting Officer, ateray@wapa.gov. Western has interest in acquiring alternative-fueled fuelcelltechnology for our communication sites. Currently, Western uses ProtonExchange Membrane PEM-technology fuel cells that require industrial-gradehydrogen stored in high-pressure cylinders. Western is interested inalternateforms of fuel, such as methanol or propane that reduces the required volumeoffuel on site. Safety hazards associated with handling of these cylindersis ofprimary consideration. The fuel cell will need to operate at elevationsfrom5,000 feet to 11,600 feet. The fuel cell will be called upon to deliverbetween 800 and 3000 Watts into a 48Vdc system for up to 72 hours,depending onthe site. The operating range could vary from -20 F to +125 F if thebackupgenerator fails or the fuel cell is installed outside. Please submitelectronic copies of company brochures and/ or cut sheets defining thetechnology employed, the fuel type and associated hazards, and sitefootprintrequired for fuel cell and fuel storage.
