SOURCES SOUGHT SYNOPSIS FOR SUPPORT SERVICES Description: Sources sought synopsis announcements are issued to assist the Agency in performing market research, to determine industry interest and capability. This is not a request for proposals (RFP). Responses to this request are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this document will become DTRA property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this document. The Defense Threat Reduction agency (DTRA) is seeking interested sources capable of providing support to the Cooperative Threat Reduction (CTR) Program for a follow on contract to HDTRA1-05-D-0002 Adivsory and Assisstance Services (A&AS) currently performed by Science Applications International Corporation (SAIC). The Cooperative Threat Reduction Program currently assists countries of the Former Soviet Union (FSU) and is in the process of expanding this assistance and cooperation globally to dismantle, eliminate, and secure chemical, biological, and nuclear weapons of mass destruction (WMD) and infrastructure, and to enhance partner nation capabilities to monitor movement of WMD and WMD precursors. Specifically, the program enhances the security and safety of WMD and weapons material storage and transportation; monitoring and consolidating dangerous pathogens that pose risks for theft, diversion, accidental release or use by terrorists; helping to prevent trafficking of WMD across non-Russian FSU states; and supporting defense and military cooperation with the goal of preventing proliferation to reduce the threat of WMD terrorism. The objective of the future solicitation is to acquire support for the CTR office and associated Office of the Secretary of Defense (OSD) offices. The contract is tentatively planned to run for a period up to five years. The projected award date for the contract is planned for April 2010. Potential sources either alone or with appropriate teaming partners must have demonstrated expertise and capability in all of the following areas: 1. Strategic planning, Cost benefit analysis, Systems Engineering, and Systems Acquisition planning 2. Planning, Programming, Budgeting, and Execution (PPBES) and Congressional reporting support 3. DoD acquisition process to include risk analysis and requirements generation 4. Travel, passport, visa, and meetings/conferences support 5. Records/ knowledge management, training coordination, and program administrative support 6. Information systems networking and database management 7. Acquisition and operational logistics 8. Nuclear, chemical and biological weapons systems, including materials transportation, custody, control, secure storage and demilitarization 9. Strategic and tactical nuclear and dual-use weapons delivery systems (ICBMs, heavy bombers and ballistic missile submarines) dismantlement and infrastructure elimination 10. Safety, construction, civil, mechanical, chemical, biological, industrial, electrical, and nuclear engineering 11. Russian, other FSU, and other potential language interpretation and translation 12. Preparation of requirements documents, plans, budgets, reports, briefings, presentations, histories, public relations articles and official cables 13. Cost estimating, technical and cost evaluation of proposals, and technical review of contract deliverables 14. Development of contract technical tasks, Contract Data Requirements Lists (CDRL), and other contract related items 15. Strategic Arms Reduction Treaty (START) and other arms control requirements, protocols, and conventions as may be developed to include CWC and BWTC 16. Life sciences related: disease surveillance, detection and diagnostics; laboratory operations, epidemiology, research development and oversight to include human and animal user requirements; veterinary and public health system design and associated fields of study. Contractors who believe they posses the expertise and experience shall submit a written technical capabilities statement. Interested contractors should also address whether they can fulfill the requirements via GSA schedules. In addition, any small businesses that believe they can accomplish this requirement should indicate their small business status (See FAR Part 19) in their capability statements. The purpose of the conference is to provide additional information on CTR requirements and give industry an opportunity to seek further information on the acquisition.
