- New Manufactured Material (Competitive - 100% Small Business SetAside): A firm fixed price type contract is contemplated. The items,estimated quantities and required deliveries are as follows:Line Item 0001:NSN:1560-00-667-3379FGNOUN: Cover, Access, AircrafP/N: 25-4618-511Description: Drag chute container/stores the a/c drag parachute.Dimensions: 31" l x 22.5" w x 53.5" h and it weighs 15 lbs. Material:FiberglassQuantity: BEQ 60 EA, Destn: FB2039,Tinker AFB,OK.,73145-9013. Delivery: 5 each per month beginning 30 March 2010 The approximate solicitation issue date will be 16 December 2009. Qualification Requirements: Due to the complexity and criticality ofthis part, only manufacturers that have successfully completed alltesting required by the original company responsible for the design, ormanufacturers that have successfully completed all testing on itemsdetermined by the Government to be similar in complexity andcriticality, can be considered approved sources for this item. Currentqualified sources are: Precision Aerospace, Cage Code: 053E4; GeneralPlastics, Cage Code: 28014...10 U.S.C. 2304(C)(1), Justification:Supplies (or Services) required are available from only one or a limitednumber of responsible source(s) and no other type of supplies orservices will satisfy agency requirements. The proposed contract actionis for supplies in which the Government intends to solicit and negotiatewith only one, or a limited number of sources. Interested persons mayidentify their interest and capability to respond to the requirement orsubmit proposals. All proposals received within 45 days after date ofpublication of this synopsis will be considered by the Government. ADetermination by the Government not to compete this proposed contractbased upon responses to this notice is solely within the discretion ofthe Government. Information received will normally be considered solelyfor the purpose of determining whether to conduct a competitiveprocurement. It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications, plans,or drawings relating to the procurement described are incomplete or notavailable and cannot be furnished by the Government. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation.Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. *Small Business Set Aside: This will be a 100%small business set aside. *Competitive: This is a full and open requirement *First Article: Government First Article Testing The Government is contemplating an IDIQ Contract with a 3 Year OrderingPeriod. The Best Estimated Quantity (BEQ) is 85 for the total 3 yearrequirement. The Minimum Order Quantity is 7 each and Maximum OrderQuantity is 60 each, with a Total Contract Maximum of 128 each. Anyresultant contract shall be in effect from the effective date of thecontract thru a 3 year (36 Month) period. THE QUANTITIES LISTED BELOW ARE ONLY ESTIMATES. THE MINIMUM GUARENTEEDQUANTITY IS 4 AND WILL BE MEET WHEN THE FIRST ORDER IS PLACEDIMMEDIATELY PRECEEDING THE AWARD OF THE BASIC CONTRACT. **Best Estimated Year I Quantity:60 each; **Best Estimated Year II Quantity:14 each;**Best Estimated Year III Quantity: 11 each;**Estimated Maximum Contract Quantity: 128 each;**Estimated Maximum Order Quantity: NTE 150% of the Best EstimatedQuantity per CLIN
