- CONTRACT INFORMATION: Services of qualified A-E firms are sought to provide the following types of geospatial services in support of various local, state, and regional coastal resource management needs. It is the intent of this contract that all data acquired as a result of these services would become the property of the U.S. Government and will be available in the Public Domain. These services may include, but are not limited to: 1. Thematic mapping (e.g., land use / land cover, impervious surfaces, tree canopy, benthic habitat) 2. Data acquisition; aerial and satellite (Lidar, IfSAR, digital multi-spectral, hyper-spectral imaging, and satellite imagery) 3. Spectral image processing, analysis, and interpretation including the use of supervised, and unsupervised classification, and regression tree modeling 4. High-resolution topographic / bathymetric product generation 5. Photogrammetric mapping, aerotriangulation, and orthophotography 6. Cadastral Mapping (terrestrial and marine) 7. Software applications development and decision support tool development 8. Survey and control services, including the use of ground-based and airborne Global Positioning Systems (GPS) technology 9. Geospatial data analysis, integration, assimilation, and modeling. 10. Acoustic data acquisition (e.g., single / multi-beam, side-scan sonar technologies), processing, and product development 11.Sediment profile imaging and analysis 12. Geospatial analysis in land use, coastal conservation, coastal hazards, marine spatial planning, water quality, and climate change 13. Geospatial Training The primary purpose of this contract is to provide the NOAA, National Ocean Service, Coastal Services Center with the ability to obtain geospatial services in support of the coastal resource management community for all coastal states and territories. The data and services acquired through this contract will also help build the Digital Coast. Work shall be performed within a quality system that complies with ANSI/ISO/ASQC Q9000-2001 and deliverables shall meet quality standards based upon defined formal and informal specifications and standards. The services will be procured in accordance with PL 92-582 (Brooks A-E Act) and FAR 36. The Government anticipates awarding multiple fixed-price indefinite delivery, indefinite quantity contracts. Each contract will be for a five-year period. The maximum total dollar amount to be awarded for all contracts under this IDIQ shall not exceed the threshold of $70,000,000 over the five year period. The contract minimum for all contracts awarded will be $100,000 split equally among the contracts awarded. The NAICS code is 541370, which has a small business size standard of $4.0 million in average annual receipts for its 3 previous fiscal years. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. Work will be issued by negotiated firm-fixed price task orders. SELECTION CRITERIA: The selection criteria, listed in descending order of importance are provided below. A. Specialized Experience, Quality Control (QC), and Technological Competence: Experience with and ability to provide all of the services listed herein. Demonstrated experience providing the required services in coastal areas. Experience working with and providing the required services to the coastal resource management community. Demonstration of a QC system that insures quality products are delivered on schedule. B. Project Management and Coordination: Teaming arrangement that demonstrates project coordination (including methods for prioritizing work), management skills, and experience in working together as a team. Demonstrated ability to deliver quality products on a timely schedule and on budget. Teaming arrangement that has the availability and ability to mobilize additional contractor personnel or consultants to support regional expansion or project acceleration in an expedited manner. Ability of the prime contractor to perform some portion of the required services. Teaming arrangement that shows the availability of Small Businesses and/or Small Disadvantaged Businesses for use as subcontractors. C. Professional Qualifications: Certified photogrammetrist(s), or registered/licensed professional engineer(s) as permanent staff of the prime contractor. Other certified personnel necessary to provide the services required. Qualified and experienced management, quality control staff and technical staff. The evaluation will consider certifications, education, training, registration, overall and relevant experience, longevity with the firm, and personnel strength. D. Past performance on prior contracts with Government agencies, State agencies, and private industry relating to the performance of work on similar projects as described above in terms of cost control, quality of work, and compliance with performance schedules. SUBMISSION REQUIREMENTS: Firms having capabilities to perform this work and desiring to be considered shall submit eight hard copy packages and one electronic copy, each consisting of one completed SF-330 (latest edition) for the project to the NOAA Eastern Region Acquisition Division, 200 Granby St., Room 815, Norfolk, VA 23510, ATTN: Lynne Phipps, not later than 2:00 p.m., local time, January 15, 2010. All subcontracting or teaming arrangements must be included in the SF330. Include the business size of each firm. The following limitations apply: Section E will be limited to 25 resumes. Section F shall be limited to 10 projects and no more than 20 pages total. Section H will be no more than 30 pages. Front and back side use of a single page will count as 2 pages. Use no smaller than 12-point type-font. Single line spacing and no less than 1 inch margins is also required. Pages in excess of the maximums listed will be discarded and not used in evaluation of the selection criteria. Submittals from consortiums are permitted, but only one submittal by any one member of that consortium as prime will be considered. Prior to award, the slated firms may be required to demonstrate, at their facility or at the Coastal Services Center in Charleston, SC, the capability to perform the services required by this contract. No Pre-Submittal Conference is planned for this award. Interested parties should email any questions concerning this announcement to Lynne Phipps, lynne.b.phipps@noaa.gov. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract.
