- This is a Sources Sought Notice for the following services related to VA Medical Center project 528A5-10-504; "AE Design Services." The VA Medical Center, Canandaigua, New York is seeking professional architect/engineering firms to provide construction documents, working drawings, specifications, cost estimates, and other related design services to include construction period services as required to renovate 18,138 square feet of Building 37, First Floor to accommodate the Center of Excellence Research Program. The design will be completed in a manner such that the estimated construction cost is within the VA budget. This is a 100% Small Business Set-Aside procurement. EXISTING CONDITIONS A.1st Floor 1.The existing space was built in 1944 and will require new plumbing, electrical, heating, and is known to contain asbestos containing materials. 2.Building 37 1st Floor consist of a modified "H" shaped floor plan, and was designed for inpatient healthcare. It has been vacant for approximately 6 years. 3.Total square footage is approximately 18,138 SF. It is accessed by (2) stairwells, a front entrance and an elevator which had the machine room updated in 1991. The elevator mechanism is schedule to be upgraded in FY 2010. 4.Most heating and sanitary & water piping is old and needs to be replaced. a.Some of the piping lines are original and could be insulated with asbestos. b.Ventilation systems are old and limited to bathrooms and housekeeping closets, and need to be replaced. Some systems have been taken out of service due to recent renovations on the second floor. c.No Air Conditioning exists. PROJECT SCOPE 1.Conduct a space analysis of the entire first floor to accommodate the Center of Excellence Research Program, currently occupying the second floor of Building 3. 2.Provide plans for a state of the art Research Center addressing all needs of the support staff and administration. a.Plans must incorporate audio privacy to minimize noise migration between offices and functional areas. b.Accommodate functional requirements for three distinct programs; 1.Epidemiology & Population Interventions Research Core 2.Clinical Interventions & Health Services Core 3.Research, Education & Dissemination Core c.Current staffing will is approximately 55 employees. Accommodate future program growth to 70 full time employees. d.Design must accommodate occasional special events such as educational conferences with total attendances of 50 people, in addition to normal staff. e.Renovated area must be fully contained with mechanical space, computer network & telephone closets, staff break area, lavatories and appropriate functional areas. Where possible, existing spaces will be re-used with minimal renovation. Plumbing fixtures must be "touchless" to minimize disease transmission including power door operators on lavatories. f.Renovated area must be ADA Compliant. g.Provide access control and panic alarms. All systems must be state of the art and integrated with existing systems on the Medical Center Campus. 3.Provide for the replacement of the HVAC system as required by the thermal loading necessary for proposed utilization. Include means to provide air exchanges, with outside air and exhaust, from an air handling unit located in the attic of building 37 including energy recovery per VA HAVC Design Manual. Consideration must be given to energy efficiency by reviewing cost/benefit of competing systems such as "chilled beams" and/or mutlizone ductless split systems. Allow for future expansion of the system(s). a.Some original plaster ceilings may need to be removed to accommodate HVAC ductwork. 4.Include means to support computer, phone and cable TV, from existing utilities located in the basement of Building 37. 5.Provide a plan to restore all building functions and aesthetics. 6.Complete a survey for asbestos containing material with an abatement plan. A/E SCOPE OF SERVICES 1. Interview key staff from the Center of Excellence and VA Engineering to develop a space utilization plan. Provide feedback and analyze alternatives. 2. Provide construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to Renovate Building 37 First Floor for the Center of Excellence Research Program. Also, any necessary, related asbestos investigation, abatement planning and monitoring so as to construct to NFPA / Life Safety Code and all building code compliant project. Plans must be reviewed by a third party Fire Protection Engineer for Life Safety Code Deficiencies. 3. Provide contract specifications utilizing the VA Master Specifications (supplied by VAMC Canandaigua on a CD rom or through e-mail in MS Word format) edited to remove all impertinent specs for this project. 4. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 5. Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Canandaigua Engineering Service, VA Network 2, and NYS Historical Society comments into the final design package. 6. Provide four (4) sets of "Architectural E1" (30"x42") size working drawings specifications, and cost estimate at the 30%, 60% and the 100% design review stage. Also provide, four (4) sets of drawings, specifications, and cost estimates at final design submission. 7. Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 150 days from contract award. 8.Provide a detailed material/ labor cost estimate for construction of this project at the 100% design review stage. 9. Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 10. Provide a technical review of all project submittals/shop drawings related to the Project and provide all engineering responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 11. Provide expeditious engineering responses to all design/conflict questions encountered during the construction term. The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project 2. Proposed management plan 3. Previous experience of the team proposed for this project 4. Location and facilities of working offices 5. Proposed design approach for this project 6. Project control 7. Estimating effectiveness 8. Miscellaneous experience and capabilities 9. Awards and Recommendations 10. Insurance & litigations Firms desiring consideration must have a working office located within 100 miles of the Canandaigua, New York city limits. All interested A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications. For any consultants, please use SF 330 extra sections E and F.
