- Small Business Sources Sought: This is a Sources Sought announcement seeking only qualified Small Business responses in order to determine Small Business participation in this acquisition. The Mission and Installation Contracting Command Center Ft Eustis (CCMI RCE), Virginia intends to procure services for the Collection, Recycling, and Removal of Solid Waste located at Fort Lee, Virginia. The services to be performed require the Contractor to furnish all labor, containers, tools, materials, equipment, and supervision to manage and perform the collection, recycling, and removal of solid waste located from Fort Lee, Prince George County, Virginia, along with Fort Lee ranges, and off post administrative building located at 5259 Oaklawn Boulevard, Hopewell, Virginia. This includes all refuse, organic waste, cardboard, grease and recycling for approximately 160 buildings, approximately 5,000 tons of Post solid waste and approximately 2,000 tons of Post recyclable material. Additionally, the Contractor shall install service and repair all Contractor and Government provided equipment as directed. The Contractor shall comply with all local, state and federal controls, regulations, and laws as applicable to the service provided. The Contractor shall obtain such permits, bonds, licenses, insurance or other authorizations as required. The Government anticipates the award of a Firm Fixed Price contract to the successful offeror of this requirement. The period of performance is for a base year period of twelve (12) months with four (4) options years. All work is to be performed in accordance with the Performance Work Statement. The designated NAICS Code is 562111, Solid Waste Collection, with a small business size standard of $12.5 million. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), number of employees, revenue for last three years, relevant past performance on same/similar work for not more than three years and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to the sources sought articulate their capabilities clearly and adequately. Responses shall be limited to 20 pages and emailed to ricky.shannon@us.army.mil no later than (NLT) 2:00 PM Eastern Standard Time, 17 December 2009. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. Additionally, in accordance with Federal Acquisition Regulations (FAR) 52.204-8, Annual Representations and Certifications, offerors are also reminded to register with Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement.
