- STATEMENT OF WORK REQUIREMENTS OF FAR 5.201-(b)(1)(ii) THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENTS OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, HOWEVER, ALL PROPOSALS RECEIVED WITHIN 10 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION. THE (NMFS) ACQUISITION DIVISION REQUIRES THAT ALL CONTRACTORS DOING BUSINESS WITH THIS ACQUISITION OFFICE BE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRATION (CCR) AS OF OCTOBER 1, 2003. ALL CONTRACTORS ARE REQUIRED TO COMPLETE ONLINE REPRESENTATIONS AND CERTIFICATION AT HTTP://ORCA.BPN.GOV. Dr. Jarrod Santora is uniquely qualified to complete the tasks specified in this contract. He has broad experience identifying seabird and marine mammal species based on visual investigations, especially in the Antarctic Peninsula region. In particular, he is very knowledgeable in the sampling protocols, survey design, and study area of the AMLR Program. Dr. Santora has critical experience with the AMLR Program's seabird and marine mammal surveys; he has been the lead PI of the seabird and marine mammal observation team during the AMLR 2002-2009 cruises. His experience includes observing, identifying and enumerating all seabird and marine mammal species throughout the AMLR survey area using visual techniques. Many of the seabird and marine mammal species observed are unique to the Antarctic Peninsula; therefore, Dr. Santora's experience from past AMLR cruises is key to the success of the seabird and marine mammal observation surveys. Dr. Santora has been involved in the studies on seabird and marine mammal species distribution and abundance relationships, focusing on the enumerating the abundance of seabirds and marine mammals observed in the AMLR study area. These studies are looking at multiple year trends in seabird and marine mammal demographic characteristics, distributions, and abundances. In order to maintain the consistency and integrity of these datasets, it is necessary that the recipient of this contract have complete knowledge and experience with the unique AMLR sampling and enumerating protocols, the dataset reporting format, and the datasets collected in previous years in which Dr. Santora is the only known candidate. We know of no other person who has the required experience to lead and be the head PI for the seabird and marine mammal observation surveys, the knowledge of the vast and various species in the AMLR study area, the distributions, and abundances and the ability to write datasets, reports and peer reviewed papers in conjunction with other AMLR PI's.
