Description
This sources sought is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this announcement. The National Geospatial Intelligence Agency (NGA) is researching the market availability of Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that can potentially provide the services described herein. The capability information provided in response to this market survey is not expected to be a proposal, but rather statements regarding the company’s experience for the type of service. Information is to be submitted by 18 December 2009. Capability packages must not exceed 10 pages and must be submitted electronically. Statement of Objectives Purpose: The National Geospatial-Intelligence Agency (NGA) has a requirement to provide solid three dimensional (3D) terrain models over customer-specified areas. The 3D terrain models will be used for a variety of purposes, including, but not limited to augmenting high-level briefings and intelligence findings to Government Agency Directors and senior managers, as well as Military Flag Officers and Commanders. Background and Scope or Mission: Three dimensional terrain models are actual physical models, precisely cut in dense polyurethane foam or other lightweight medium, that hold exacting detail – giving a completely realistic rendering of the land formations. The 3D terrain models can contain brilliant full-color, high-resolution satellite imagery, aerial photography or other graphic data on the dimensional surface. Three dimensional terrain models can be any size – from tabletop to wall mounted or even tiled to fill an entire exhibition hall. Period and place of performance: It is anticipated the contract will be issued on a firm-fixed price basis with some cost reimbursable line items for performance-based services with a one year base period and, at NGA’s discretion, up to two (2) additional 12 month option periods. The contractor shall provide a Top Secret/SCIF facility having the capacity to produce approximately 5,200 square feet of finished 3D – (STMs) annually. The facility shall be located within a 30 miles radius from McLean, VA. The secure facility shall be equipped at a minimum with NGA Net connectivity and secure telephonic communications. Performance Objectives: The contractor shall: Produce 3D terrain models that accurately represent any physical topography or bathymetry from industry-standard digital elevation model (DEM) files. DEM shall be in one of the following formats: Erdas imagine (.IMG), Digital Terrain Elevation Data (DTED), Surfer Grid (.GRD), GeoTIFF (.TIFF/.TFW), Band Sequential (.BSQ). The projection information for input DEM will also be provided When data is provided by the Intelligence Community in BSQ format, a text file will also be supplied that, at a minimum, details the following: Number of rows and columns in the data set; Data size: 8, 16, or 32 bits; Signed or unsigned; Floating point or integer; Byte order; Units for X, Y and Z; X and Y posting distances; Distances, in real world units, covered by the data (e.g., 10km x 1200 ft elevation); Min and Max for X, Y and Z. Produce 3D terrain models directly from digital data (without artistic interpretation or manipulation). Produce 3D terrain models with accurately registered (ortho-rectified) colored photographic-quality images (not an artist rendered image or other derived product) directly to the 3D terrain model surface. Produce 3D terrain models from a single contiguous block of material (substrate) up to 32 square feet or 96” x 48” and have the capability of producing models with vertical relief (z-axis) up to 16 inches. Produce 3D terrain models with an equivalent resolution of 360 dpi or greater. Produce 3D terrain models from unclassified or classified data sets to meet the needs of intelligence functions for the US Intelligence Community. Produce machined 3D terrain models with interlocking positive and negative imaged surfaces yielding multi-layered models. Provide mission-critical technical and management support to the Intelligence Community with regard to receiving and interpreting data sets, producing 3D terrain models, and delivering these models on or before the negotiated due date. Contractor shall secure a contract for an unrestricted license for the patented technology with STM, Inc, located in Filmore, CA. Provide all necessary servers, computers, software and all upgrades, equipment, equipment maintenance, furnishings, and any other direct costs necessary to produce, frame, label, package, and ship the 3D-(STMs). Maintain the current production databases and archive the production data. Contractor shall provide all materials, supplies, consumables, and shipping crates. Shipping shall be performed in accordance with mutually agreed-upon procedures. Approximately 5% of 3D terrain model requests received have compressed timelines and require 48 hour (or less) turn around from receiving government furnished dataset. Approximately 60% of requests received are Priority 2 which requires 4-7 work days for finished product from day of receiving government furnished dataset. The Government intends to provide one each Computerized Numerical Controlled (CNC) cutter and printer as Government Furnished Property (GFP). Companies are to provide information on their background, experience and capabilities in the following areas. 1) It is anticipated that this requirement falls within NAICS 541370, size standard $4.5M. Provide your small business status information for this NAICS along with your certification for Service-Disabled-Veteran Owned Small Business. 2) Experience in 3D terrain model production 3) Background in geography and use of digital elevation model applications 4) Your company’s experience in the last three years in supporting model production of this magnitude and type, or related experience.
