THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND IS ISSUED FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION. THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. The Regional Contracting Office (RCO) Bogota is seeking sources with the capabilities to provide Heavy Lift Rotary Wing Airlift support service in support of the Colombian Military (COLMIL) forces logistics requirements for personnel and equipment/cargo transportation throughout the country of Colombia as part of Plan Colombia. This requirement is NOT in support of US Department of Defense personnel or cargo, but is solely for the use of the COLMIL and supporting agencies. The Government contemplates awarding an Indefinite Delivery requirements type contract with firm fixed unit prices resulting from future solicitation. Period of performance is projected to start 15 January 2010 for a three-month period. Place of performance is Bogota, Colombia. This is a bridge contract until performance starts on a long-term contract. Firms interested in performing this requirement may reply to this Sources Sought and shall provide the following: (1)Capability Statement (limited to 5 pages in length, singled-spaced, 12 point font minimum) demonstrating the ability to perform the requirement IAW the attached PWS. This statement should specifically describe your firms ability to provide adequate resources to perform the task. This should also include your firms ability to start performance by 15 January 2010. (2)Relevant Experience (limited to 2 pages) preferably exceeding $2M, but not less than $1M within the last three years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described in the PWS. The Performance Work Statement (Attachment 1) is attached for informational purposes only. No telephone inquiries will be entertained. All interested parties capable of providing these services are encouraged to respond to this SOURCES SOUGHT announcement via email by submitting their responses to Annabelle Miller at annabelle.miller@tcsc.southcom.mil or annabelle.miller@us.army.mil by 7 December 2009, 1600 local time. Please send your response in PDF or MS Word format. Proprietary processes or data must be clearly marked and documented as such.
