Description
The US Army Research, Development and Engineering Center (RDEC) Acquisition Center, Natick Contracting Division (NCD) Kansas Street, Natick, MA on behalf of the US Army Natick Soldier RDEC, Natick, MA is seeking sources to develop and deploy a rapid, accurate and repeatable digital color assessment technology and image processing solutions to analyze color attributes and quality control of camouflage print patterns. Phase I of this effort was implemented by NC State University, Textile Protection and Comfort Center. Phase II proposes to extend the work initiated during Phase I, and deliver a reproducible instrumental methodology verified through multiple site assessments and combine technology with statistically valid perceptual assessment of camouflage patterns. Responses to this sources sought will be used by the Government to make appropriate derterminations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to the North American Industrial Classification Code (NAICS)and must provide a capability statement addressing your organizations ability to perform as a prime contractor the work described in the draft PWS. Please provide sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to Two pages. All responses received will be evaluated; however, a determination to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This is market research information only. This is not a request for proposal and in no way obligates the Government to award any contract. Please provide responses to this notice to: rob.huke@us.army.mil. Telephone responses will not be accepted. Please provide responses in writing no later than December 6, 2009. This synopsis expires December 8th, 2009 at 3:30 PM. DRAFT PWS Specific tasks to be accomplished: Using the DigiEye digital imaging system; (1)Development of a stand alone user-friendly software for the assessment of camouflage patterns inconjunction with industrial verification and validation processes. (2)Development of a statistically valid visual tolerance dataset to determine tolerance variability as a function of color and location in print patterns. (3)Determination of repeatability and reproducibility for instrumented color measurement of key dyed and printed regions of camouflage fabric. (4)Comparison and correlation of the measured responses from a digital camera with those from instrumented methods. (5) Verification of performance of the measurment system and assessment protocol to determine repeatibility and reproducibility. (6) Correlation of visual Pass/Fail assessment data and instrumented color difference measurement. (7) If required, development of new assessment algoirithms based on the most current color appearance models. (8) Initial assessment of the feasibility of testing methodology that combines measurement of the visible and Near Infra Red (NIR) regions of the spectrum. If successful, a Phase III Project to develop this area is contemplated.
