- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. MONTANA ARMY NATIONAL GUARD Combined Synopsis/Solicitation W9124V-10-T-4004 REQUEST FOR QUOTE FOR: Nortel CS1000E Phone System Purchase, Installation, Programming, Testing, and User Training This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are hereby requested and a written solicitation will not be issued. The NAICS code is 334210 and the size standard for consideration as a small business is less than 1,000 employees. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, Effective 1 June 2008 & Class Deviation 2005-00001. Proposers shall quote a firm fixed price for the purchase, installation, programming, testing and user training of a Nortel CS1000E phone system according to the terms and conditions specified in this entire solicitation. Synopsis: The Montana Army National Guard (MTARNG) anticipates purchasing from a single vendor the purchase, installation, programming, testing, and user training of a Nortel CS1000E phone system capable of providing telephone communication services for 200 people, which must be installed, tested, programmed, and ready for use not later than 15 March 2010. Hardware including phones will be supplied by the winning bidder as specified. This phone system will be certified by Joint Interoperability Test Command (JITC). This SOW covers full installation of the product including placement and programming of selected phones. The building which the phone system will reside is the Missoula Armed Forces Reserve Center at 9383 Running W, Missoula, Montana and phones extended over copper to the Organizational Maintenance Shop (OMS) at 9407 Running W, Missoula, Montana. Statement of Work: The building into which the phone system is to be installed is a new building with the Army National Guard and Army Reserve. The building will tentatively be occupied in March 2010. The phone system implementation will occur upon completion of the inside and outside telecommunication infrastructure after local providers bring in copper, T-1s, and analog service. Only the Army Reserves will use this phone system. The main tenants and owners of the building, the Army National Guard (ARNG), have their own solution. An Army Reserve point of contact will be determined prior to installation and placement of the phones. TECHNICAL SPECIFICATIONS TO BE COMPLETED BY CONTRACTOR: A.A Nortel CS1000E and CallPilot voicemail system (JITC certified) will be purchased, installed, tested, and programmed by contractor. B.Phone system will connect to a voice T-1. a.Equipment needs that will be purchased by contractor along with any other equipment required for the CS1000E to operate: b.Nortel 3904: Qty 75 c.Analog, Aastra 9116 line powered: Qty 30 d.GAI-Tronics 255-001 Weatherproof Enclosure with a #630A Mounting Plate to Accommodate a Standard Wall Telephone (255001 255 001 2550-01 25-5001): Qty 2 e.Standard wall telephone that is compatible with GAI-Tronics equipment: Qty 2 f.Digital and analog line cards that can support up to 200 personnel. 90% of the cards need to be digital. 10% can be analog. g.Dual PRI card provided for local/DSN: Qty 1 h.Monitor for CS1000E and Call Pilot, KVM switch C.Approximately 30 Nortel 3904s and 15 analog Aastra phones will be programmed for the current personnel occupying the area; the remaining phones will be supplied for future expansion. D.Contractor will route the TNs to 66 blocks. E.Contractor will run 100 pair cat3 wiring on one 66- block that will route to two 48 port patch panels as permanent cross-connects in the telecom rack. a.Project Manager will advise what two 48 port patch panels are reserved for this system. b.Once the needed phones are in place, contractor will punch down extra TNs (analog and digital) to the 100 pair 66- block that is permanently cross connected to the patch panel for future growth. i.Documentation of TNs to what cable count will be provided by contractor F.IMPORTANT: The layout of the telephone switch and 66-blocks inside the Telecom room will be determined onsite by project manager prior to installation. G.Communication grounding / earthing and bonding shall be in accordance with applicable codes and regulations. It is recommended that the requirements of IEC/TR3 61000-5-2 - Ed. 1.0, ANSI-J-STD-607-A, or both be observed throughout the entire wiring and equipment installation. H.Cat6 cable from voice T1 to dual PRI card to support the voice T1 I.The phone system will have a battery backup or UPS solution. J.The phone system will have a remote access solution including equipment setup and training for the Reserve point of contact. K.The phone system and voicemail software versions will be JITC certified L.A licensed installer will be onsite to install, program, and test the Nortel/Callpilot package, including the emergency backup and remote access. M.Call Pilot Voicemail will need to be set up on the installed phones. N.Digital manuals for phones and voicemail will be left for end user education a.Contractor is responsible to train End users how to use phone/voicemail O.The phone system needs to be backed up on a scheduled basis; training will be given to the Reserve point of contact on the backup process P.Call directors (ACD or call handlers) shall be setup as requested by the project manager. Q.Contractor is responsible to train Army Reserve onsite lead and provide him/her and J-6 Telecom Manager with Administrative Documentation. Training includes first level administration training on the phone system and voicemail. R.Dates of installation and testing will need to be performed and completed before 15 March 2010. S.IMPORTANT: Delivery address of equipment will be discussed with Project Manager and winning bidder. T.The phone system must be certified by Joint Interoperability Test Command (JITC) prior to contractor payment. Quote Submission: To be considered responsive, quotes shall include, at a minimum: A.A firm fixed price for all items listed above in the Statement of Work (SOW). B.A pricing break-down schedule for all items in SOW allocated among the following categories: (1) Planning, engineering, and design, (2) Licensing, (3) Equipment, mounts, and parts, (4) Installation, (5) Programming and testing, (6) Other services. C.An exception list clearly disclosing any requirements the proposer cannot fulfill. D.A proposed time schedule for all work including proposed start and end dates. ** The start dates will be determined by the cable infrastructure being in place E.Proof of insurance, bonding, and licensing requirements. F.Copies of the equipments technical specifications with sales brochures, if available. Additionally, and optionally, the following may be included in the proposal: A.Additional services and costs beyond the minimum/base solution. B.Creative, innovative, or alternative solutions or options not conforming to the above proposal format. All questions and/or requests for additional information shall be directed exclusively to the Contracting Officer, Major Brad Willcockson, at brad.willcockson@us.army.mil. Proposers shall not communicate with other members of the Montana Army National Guard, or its business associates, for the purpose of obtaining information about this requirement. After the deadline for asking questions a list of all questions asked and answered will be compiled and sent to all proposers who have expressed and interest in this RFQ so all proposers will be privy to the same information. Proposers shall not visit the installation sites listed in this proposal for the purpose of obtaining information about this proposal. All site visits will be conducted post-award. Contract financing (advance payment) is not authorized for this contract. Contractor will be paid once completion and acceptance of work has occurred. The deadline for submitting questions or requests for additional information is 1500 hours (3:00 PM) on 7 December 2009, Mountain Standard Time. The deadline for submitting quotes is 1500 hours (3:00 PM) on 17 December 2009, Mountain Standard Time. Offers must be received on time to be considered responsive. The provision of 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items (April 2002) applies to this RFQ. 52.212-3 Alt I clause needs to be completed and a signed copy of this provision shall be submitted with any offer. 52.212-2, Evaluation-- Commercial Items (January 1999).
