- TAS::14 1041::TAS RECOVERY SHEN PMIS#150532, 150592, 150414 This project is an American Recovery and Reinvestment (ARRA) action. Receipt of award is contingent upon the offeror meeting the requirements of Section 1512 (reports on use of funds) of the Recovery Act. This opportunity is only available under the 8(a) program, per FAR Part 19, to 8(a) contractors in the States of Virginia, West Virginia, Pennsylvania, District of Columbia, Maryland, and Delaware. General: The National Park Service (NPS), Department of the Interior (DOI), is soliciting proposals from 8(a) construction firms located in the states of Virginia, West Virginia, Pennsylvania, District of Columbia, Maryland, and Delaware having the capability to perform the work described below. This solicitation will be issued electronically, on DOI's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF; specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. This site benefits not only the contractor, by the business to maintain an accurate and complete record, but also the Contracting Officer, as he or she can view every record, including archives, with the click of a mouse. You are required to have an active registration in Central Contractor Registration (CCR) in order to conduct business with the Federal Government. Proposed Issue Date: December 16, 2009 Title of Project: Road Rehabilitation, Phase 3: Roads, Overlooks and Parking Areas Location: Shenandoah National Park, Greene, Page, Rockingham and Madison Counties, Virgina Description: The project consists of rehabilitation of roads in Shenandoah National Park, within and in close proximity to, the Big Meadows Developed area in the Central district of the Park. Specific road and other paved areas included in the project are: Big Meadows Access Road, Byrd Visitor Center Access Road, Big Meadows Maintenance Access Road, Big Meadows Lodge Access Road, Big Meadows Picnic Ground Road, Big Meadows RV Dump Station, Dark Hollow Falls RV Dump Station, Tanner's Ridge Overlook, Skyline Drive MP 47 to 65.3. Road repair/rehabilitation will include a variety of treatments depending on location and pavement condition, as directed in drawings and specifications. Construction will include: surface milling, full-depth pavement repair, crack sealing, curb replacements (concrete and stone), culvert repair and/or replacements, stone headwall construction, stone wall construction, asphalt concrete pavement overlay and pavement striping. Multiple construction projects will be underway in the park during the period of performance. All contractors are expected to plan their work so as to minimize conflict and accommodate the construction operations of other contractors within the park. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. This will be an 8(a) set-aside. Estimated price range: $5.5 Million to $7.5 Million NAICS Code: 237310 Time for completion: The anticipated completion date is September 1, 2010. Proposal receipt date is approximately January 19, 2010; actual date will be established at the time proposal documents are available. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
