Description
The U.S. Army Corps of Engineers, St. Paul District, intends to issue an Invitation for Bid (IFB) for the Breckenridge Stage 2B3 Levee Construction Project, City of Breckenridge, Wilkin County, Minnesota. Project work consists of, but is not limited to, furnishing all labor, equipment, and materials required to provide construction of approximately 12,200 feet of new or modified levee, 100 feet of mechanically stabilized earth wall, three floodwalls a total of 400 feet in length, approximately 5,500 feet of ditch excavation, clearing and grubbing, stripping, tree removal, levee removal, placement of riprap and bedding, topsoil and seeding. Utility construction, relocation, and removal will be required for water, sanitary, and storm sewer. Street work demolition and reconstruction will be required at 8th St and Hall Ave, 9th St and Douglas Ave, Park Road Turnaround at Hwy 5, Mackubin Road, miscellaneous driveways, and an up-and-over at the Matheson property. Drainage work will be required along County Highway 12 to include pipe jacking. Structural modifications will be made to four existing pump stations and one existing gatewell. Construction will occur within city limits, residential neighborhoods, agricultural property and roadway and highway right of way. The estimated magnitude of this project is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code is 237990 with a small business size standard of $33.5 Million. The requirement is a 100% competitive set-aside for 8(a) Business Development (BD) Program participants with bona fide places of business in Minnesota, North Dakota, and South Dakota. The solicitation, including specifications and all other documents related to this procurement, will be available at no charge on the Federal Business Opportunities website (www.fbo.gov) on or around 21 December 2009. All responsible sources may submit a bid which shall be considered by the agency. The tentative date for opening bids is 25 January 2010. The estimated date for completing contract performance is September 2011. It is the responsibility of interested parties to monitor this site for the solicitation and amendments.
