- Sources Sought Notice Competent Medical Authority The Government (CBMS-JVAP) seeks to identify potential providers of Competent Medical Authority (CMA) services to (approximately 5-10 individuals) who are employed by a government contractor in Rockville, Maryland. The duties of the CMA are described in Army Regulation 50-1 provided in the link below, http://www.army.mil/usapa/epubs/xml_pubs/r50_1/cover.xml Biological Surety, which defines a CMA as a U.S. physician, physician assistant, or nurse practitioner (military, civilian, or contractor) employed by or under contract, subcontract, or consultant to the U.S. Government or a U.S. Government contractor. A CMA is someone who has been awarded clinical privileges for independent practice granted by the health care facility responsible for the provider's place of duty OR if not privileged for independent practice (for example, a physician assistant or nurse practitioner), then is supervised by an appropriately trained CMA physician who is privileged to practice independently. A CMA is someone who has been specifically trained as a CMA and appointed in writing as a CMA by the medical treatment facility commander (or Contracting Officer's Representative) responsible for reviewing healthcare services or conducting clinical evaluations for purposes of the Biological Personnel Reliability Program. The Government seeks to identify providers of CMA services for the period December 2009-July 2010, with an option for July 2010-July 2011. Unless providers are fully trained as CMAs, training will be required, and will be provided at government expense, including reasonable travel expenses. Individuals or organizations who wish to identify themselves as potential providers of CMA services should send a brief one page statement describing their services, rates and relevant qualifications including your name, address, and other contact information, to Mr. Drake Russell, via email to: drake.russell@us.army.mil If you have any questions please email them to Mr. Drake Russell.
