- RECOVERY - Purchase and installation of utility meters Independence National Historic Park, Philadelphia PA Independence National Historical Park seeks the ability to monitor and analyze the current usage of energy in the park buildings to allow for future reduction of energy costs. The purpose of this contract is to install solid state electronic kilowatt-hour sub-meters in park buildings along with automatic meter reading software, installed on the park's server. The software is a utility information system to monitor and track energy usage for 87 meters: 35 electric, 8 steam, 6 gas, 8 chilled water and 30 water meters with the option of 24 meters located in park housing/quarters including: 10 electric, 8 gas and 6 water meters.. In accordance with Public Law 100-656, Small Business Competiveness Demonstration Program, this procurement is open to all sized businesses. All contractors experienced in this type of construction work may compete for this contract. Estimated project magnitude is between $250,000 and $500,000. This procurement is being issued as UNRESTRICTED and is therefore subject to Federal Acquisition Regulation 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The North American Industry Classification System (NAICS) code for this procurement is 238990 with a small business size of $14 million of annual average gross revenues of the total concern for the last 3 fiscal years. A small business concern is defined as a concern (including all of its subsidiaries) having less than or equal to $14 million annual average gross revenues of the total concern for the last 3 fiscal years. The solicitation for this procurement will be available at http://ideasec.nbc.gov website on or about 12/16/2009. TELEPHONE OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. Instructions are contained on the website for downloading solicitation and attachments. It is the responsibility of all interested contractors to acknowledge ALL amendments to the solicitation.
