Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. RECOVERY - GOOSE LAKE BOAT RAMP REPAIR The U.S. Forest Service, EROC-NW, Region 6 has a requirement for the repair of an existing concrete boat ramp including removal and disposal of failing portions of existing ramp, excavation and disposal of excavated materials, haul and placement of aggregate and concrete work. Award will be based on submittals from offeror’s which are to be included with their bid and be evaluated based on price, dewatering plan and proposed time line for completing work. Bidder’s may either bid on either alternative A or B, or both. Section 03350 of the solicitation will contain information for submittal requirements for pre-cast components and Prosecution of Work for Dewatering Plan requirements. The preferred option is Alternate B to best match visually the existing ramp. Alternate A - This project includes removal and disposal of damaged portions of existing concrete boat ramp and replacing with a cast in place concrete. Work will include excavation, haul and placement of aggregate, coffer dam construction and dewatering, and furnishing and placement of concrete. Provide a proposed time line for completing work with bid proposal. Alternate B - This project includes removal and disposal of damaged portions of existing concrete boat ramp and replacing with a pre-cast concrete ramp components. Work will include excavation, coffer dam construction and dewatering, and furnishing and placement of pre-cast concrete ramp with geotextile. Finished ramp will match width of existing ramp that remains. See specification 03350 section 2.1 for submittal requirements. Provide a proposed time line for completing work with bid proposal. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, equipment, materials and supplies required to complete the project on time and within schedule in compliance with drawings and specifications. The period of performance is anticipated to be 30 calendar days after receipt of notice to proceed. The start work date will depend on weather. A firm-fixed price contract is contemplated requiring submittals from offeror’s based on price, dewatering plan and proposed time line for completing work. Award will be made to the offeror whose proposal offers the best value to the Government. The estimated construction range of magnitude is less than $25,000. This acquisition is an Emerging Small Business set-aside. Contractors are required to be certified by the Small Business Administration, registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or about December 9, 2009. It is anticipated that quotes shall be due by December 23, 2009. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Proposal package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
