THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS The National Institutes of Health (NIH) is conducting a MARKET SURVEY to determine the availability of Small Businesses, including, HUBZone, Service-Disabled Veteran-Owned, 8(a), and Women-Owned small business concerns capable of providing Air Balancing and HVAC Systems repairs located at the National Institutes of Health and its supporting facilities in a manner that will ensure continuous and safe operation of the equipment. The NAICS codes are 238220 or 238990 (size standard in dollars is 14 million). Contractors shall indicate if they are a large or small business (if small, please indicate any applicable socioeconomic status). DESCRIPTION OF THE REQUIREMENT: The contractor shall provide services for testing, adjusting and balancing (TAB), duct cleaning, and for repairs and modifications to heating, ventilating and air conditioning (HVAC) systems at National Institutes of Health (NIH). The HVAC systems shall include but not be limited to pumps; motors; coils; electronic filters; pre-filters; HEPA filters, humidifiers; constant volume boxes; variable air volume boxes; pre-heat and re-heat systems; hot water; steam; and electric terminal reheat systems; terminal humidification systems; air balancing space and capture devices; pneumatic control air systems and equipment; thermostats; insulation; supply and exhaust fans; air driers; fan coil units, induction air units; fume hoods; pressure differential monitor system; hot and cold duct systems; air handling and high pressure air handling units; cooling towers and cooling tower water treatment equipment; ozone water treatment systems; and residential and commercial heating and cooling systems. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing preventive maintenance for Air Balancing and HVAC Systems repairs. 3) Submit Capability Statements by 12:00PM, Tuesday, December 15, 2009 to: National Institutes of Health, Office of Acquisition, Office of Research Facilities, ATTN: Anazette Andrews, Contracting Officer, Building 13 Room 2E48, 9000 Rockville Pike, Bethesda, MD 20892. Questions shall be received via email only at Andrewsa3@mail.nih.gov. Capability statements should not exceed twenty (25) pages inclusive of the cover sheet. This is not a request for proposal, and no awards will result from this notice.
