- The Regional Contracting Department, Fleet and Industrial Supply Center (FISC), Pearl Harbor Hawaii intends to negotiate a sole source contract with Congressional Quarterly, Inc. for online access to electronic databases by the Legislative Affairs offices of US Pacific command, US Pacific Air Force, US Pacific Fleet, and US Army Pacific for up to 13 users. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 519130 and the small business size standard is 500 employees. The Regional Contracting Department, Pearl Harbor, Hawaii requests responses from responsible sources for products with the following: CONGRESSIONAL NEWS COVERAGEDaily News: Provide articles on key daily activities relevant to the DOD, Department of State, and the Presidential transition plus a comprehensive wrap-up of all the previous day's Hill News. Provide congressional news coverage when Congress is in session and during its recess.Weekly Digest: Provide a clear, unbiased perspective of how legislation is shaped and who is shaping it and an analysis of the projected outcome for Executive Branch agencies and Federal programs. Full text to be available and searchable with archives dating back 10 years.Transcripts: Provide verbatim transcripts within 24 hours of speeches, press conferences, and news events with particular emphasis on the President and the Executive Branch, Congress, the State Department, Pentagon, and Department of Justice.CONGRESSIONAL COMMITTEE COVERAGECommittee Coverage: Provide same day news coverage on all open markups and closed markups that are publicly available, including summaries of amendments, roll-call vote breakdowns and voice vote outcomes. Comprehensive committee votes coverage to be available within 24 hours of the markup. Committee coverage to include listings of past hearing and meetings, with witness lists included and updated within hours of the event. Markup coverage to be provided for previous 10 years. News stories to be online within hours of committee actions.Committee and Subcommittee Schedules: Provide listings on all scheduled floor, committee and subcommittee actions including dates, times, agendas, contact information and witnesses. Provide search capability of all schedules for committees and subcommittees. Provide updates and additions via e-mail. Provide archives for previous 10 years.Committee Rosters: Provide key staff information that is updated as new information becomes available.Member Profiles: Provide in-depth political biographies and analysis of all members of Congress, including each member's political background and interests, and voting record. Provide archives for previous 10 years.Committee Reports: Provide access to committee reports that are searchable by key word, committee, chamber, publication date, and report number. Provide archives for previous 10 years.Congressional Transcripts: Provide ability to request that specific hearings of interest be covered, with transcript to generally be available 24 hours after hearing.LEGISLATIVE BILL TRACKINGBill Tracking: Provide full chronology of all actions on bills including descriptions and full text of all amendments in committee and during floor debate, as well as identification and full text of related bills, and citations to members' statements on bills in the Congressional Record. Provide links to committee mark-ups and hearings and related bills, as well as the final vote tallies.Bill Analysis: Provide in-depth analysis of bills, including overview, background, highlights and projected impact. Provide ability to request specific analysis of a bill that will be completed within 24 hours.DOCUMENT ARCHIVES AND DATABASEKey Government Documents: Find and organize key government documents such as CRS reports, draft bills, GAO and CBO documents, OMB documents, Federal Agency documents, Congressional documents, Judicial documents, and Statements of Administration Policy and provide access to the full text of the documents. Provide daily notification of above-mentioned documents and other Administration documents released within the previous 24 hours. Provide ability to request specific documents that are not yet in the database. Provide the documents for the previous 10 years with search capability.Advanced Search Capability: Provide search options to find documents relating to specific relevant issues from all major news sources, all bill sources (e.g., bill analysis, floor votes, bill text, and bill reports), all committee sources (e.g., committee markups and hearings, reports and testimony transcripts), Congressional member profiles, and the Congressional Record. Custom Email Alerts: Provide ability to create a custom email alert on search criteria and services listed above.The prospective contractor must be registered in the Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror/quoter ineligible for award. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular's 2005-37, and DFARS Change Notice 20091123. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. REVIEW OF AGENCY PROTEST (FISCPH) (NOV 2004) (a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protest in accordance with the requirements set forth in FAR 33.103 (d). (b) Pursuant to FAR 33.103 (d)(4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Director, Regional Contracting Department (Code 200A), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the Contracting Officer or Reviewing Official. (d) Quoters should note this review of the Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.
