- Marine Cargo Discharge/Delivery Surveys USDA's Farm Service Agency, Kansas City Commodity Office (KCCO) is issuing this combined synopsis/solicitation for procurement of commercial services to conduct marine cargo discharge/delivery surveys at various foreign locations. This combined synopsis/solicitation for commercial services has been prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Proposals and will also be available electronically on USDA's website at: http://www.fsa.usda.gov/FSA/webapp?area=home&subject=coop&topic=pas-ex A hard copy of the solicitation will not be available for the acquisition. All future information regarding this acquisition, including solicitation amendments and award notices, will be published both on USDA's website and announced through the Federal Business Opportunities website (http://www.fbo.gov). Interested parties shall be responsible for ensuring that they have the most up-to-date information about this acquisition. Provisions and clauses in effect through FAC 2005-37 are incorporated into this RFP, as applicable. The solicitation provisions and contract clauses applicable to this acquisition are included in full in the attached solicitation document package. The following is provided as a brief summary of the commercial item provisions, clauses, and related addenda which apply to this acquisition: 52.212-1, Instructions to Offerors—Commercial, and related addenda. 52.212-2, Evaluation—Commercial Items, including the following criteria to evaluate offers: 1. Past Performance. The government will evaluate proposals on the basis of past (within the last three years) or current government, or commercial contracts similar to this government requirement, and information obtained from any available sources. If there is no information, or none is available on past contract performance, the offeror will be rated as neutral. 2. Management approach to survey requirements. The Government will evaluate this factor on the basis of how the firm will execute the services required under this solicitation and the performance work statement, including actions taken to assure the quality of the work. 3. Staffing. Offeror should provide detailed information regarding physical presence in the country/location including office information and resumes of key personnel. 4. Prices submitted on the rate sheet provided in the solicitation. 52.212-3, Offeror Representations and Certifications—Commercial Items. 52.212-4, Contract Terms and Conditions—Commercial Items, and related addenda. 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items. Government contemplates the award of several indefinite delivery/indefinite quantity requirements contracts.
